Trade and service development resolutions and directions:

  1. Point of view


  • Development of trade and service sector in the provincial area must comply with fast development orientation of industries and requirements of provincial economy in the condition of international economic integration.

  • Sectional development based on maximum promoting natural potential, human, historical and cultural tradition in the area. Vinh Phuc aims to focus on eco-tourism and cultural tourism

  • Sectional development in the connection of nearby province with cities and large economis centers of the whole countries, especially Ha noi Capital.

  • Sectional development must be attached with environmental protection, securities ensurance, national defence and social order and safety.
        1. Development target


  • Trade and service sector reaches sectional growth rate of 14-16%/year. Proportion of regional service sector in provincial economic structure reaches 37-39% in 2020.

  • Export turnover growth rate in period 2011-2015 reaches 47.6%, in period 2016-2020 reaches 31%. Total export turnover by 2020 reaches 13.5 billion USD, export products include: garments, laptop, motorcycle, motorcycle spare parts, dry tea, peanut core.

  1. Tourism service, restaurants, hotels

Basic orientation of tourism and service development in Vinh Phuc by 2020 as follow:

  • Building national level and international level tourism areas, tourism places in the province area and nearby regions.

  • Taking advantage of a favourable geographical location near Ha noi Capital, encourage new tourism products: (i) modern large scale entertainment service; (ii) modernize eco-tourism centers, develop new specific resorts, historical tourism, spiritual tourism, etc.

  • Development a network of shelters, tourism service constructions, recreation places.

  • Upkeeping and maintenance of historical-cultural relics, and festival, traditional handicraft village for tourism.

  • Eco-tourism development, social tourism.

  • Focus on and improve human resouce quality. Develop infrastructure network for tourism.

  • For business opertation: forming main tourism networks: (i) Tam Duong – Tam Dao network, (ii) Vinh Tuong – Yen Lac network; (iii) Song Lo – Lap Thach network; (iv) Phuc Yen – Binh Xuyen network.

  1. Development of commerce sector

  • Prioritize investment in promoting the development of the field of trade and services in the area to match the fast-growing trends of the industry and economy of the province.

  • Development of services for production and lives. Creating favorable circulation of goods, transport services, postal, financial, banking, personal services and public which have contributed significantly to economic growth.

  • Market development strengthened marketing, boost exports to meet the demands of industrialization and modernization bothe in Vinh Phuc province and the whole country. Through good organization and circulation market for commercial goods as Vinh Phuc really leverage boost production, contributing to shift the economic restructuring of social division of labor.

Strive the total of export revenue to 2020 reached 13.5 USD billion, export production was mainly textile, laptop, mobiphone, motocycle and componant, dry tea,

Period from now untill 2020,import commodities of Vinh Phuc province mostly is material, equipement, componants serving the local production such as automobile amd motorcycles spare parts textile, fabrics and accessories ....and other supplies and equipment

The import market in the province of the planning period is mostly in the ASEAN countries, Asian countries, especially China, Japan, Korea



Imports turnover forecast to 2010 in the province of 1,300 $ million,in 2015 of 9.500 $ million, in 2020 $ of 16,800 million. Difference between import and export tend to be narrow in the planning period

  • Financial sector :

    • Increasing the budget revenue on the basis of the development of production and business to exploit, expand revenues, and actively fight against tax losses and trade fraud.

    • Continue to exploit the land fund capital, house fund as the state’s policy. Collect sufficient tax or land using fee.

    • Development the banking system, the credit in the province in order to create a various banking system on the form

    • Bank Network Development, People's Credit Funds in the area to create a diverse banking system in the form of ownership, various in types of activities to implement the provision of credit and banking services to organizations and individuals, in a healthy competitive environment, comply with the law.

+ Perform the strateric business consistent with the environment characteristic of social economy of the province in order to exploit and use efficiency of creadit capital in the province. Specially focus on increasing the capital rate of midterm and longterm. To take maximum advantage of sponsor fund both domestic and international.

    • Improved the quality of the credit performance, equipment investment and modernization of information technology in the banking system to perform banking services through safe, convenient, efficient, perform a fast payment, exactly.
      + Promoting and mobilizing funds in various ways such as: bonds, debentures, bonds, gradual improvement of the currency market in the province.

    • Development of the credit activities associated with for economic restructuring and the implementation of targets socio economic development in the province. In agriculture, focusing on providing timely credit captital for farmers to develop production, restructuring crops and livestock in the area of ​​cultivation, husbandry and aquaculture in the province's plan. In industry, focused on medium-term credit and long term for the processing factories to upgrade equipment to improve product quality to reduce costs and improve competitiveness, creating public goods new business in the market quickly and efficiently. At the same time, focusing on the handicraft households in rural areas to support short-term credit or medium term.

  • Building the electronic power with the modern exchange, rapidly and safety, effectiveness and meet the demand of economy and customer in the process of integration. Have a plan and program to boost in payment without in cash between the economic agencies and the people in the local region.

  • Continue to improve and enhance the efficiency of the existing tradictinal services (funding services, loans, payment services, foreign exchange services….) in order to provide the best banking service, most confortable, raising the capacity of competitiveness of creadit institutions in the region.

  • Along with the trend of economic development of the province, as well as to the country's economic integration with the region and the world, banking services should be developed faster in order to better meet the general growing demand.

  • Alignment with strateric targets of the Central Bank and target of socio economic development of the province especially the resolutions of the Party congress of communist Party of the province.

  • The main and long term targets of banking service in the Vinh Phuc province is that the best serve for economic growth, stable cash flow, better exploitation the midterm and long term capital to meet the capital demand for economic activities in the region.
