DIRECTIONS AND RESOLUTIONS FOR DEVELOPMENT OF FIELDS AND SECTORS.
Industrial structure shifts to product diversification, especially high-tech products; attract more foreign cooperations; join Asean Industrial Cooperation Scheme and global network; contribute to the development cooperation of Kunming – Lao Cai – Ha Noi – Hai Phong Economic Corridor. High-tech industries, industries friendly with the environment are set in the highest priority, such as electronic – telecommunication, mechanic, construction materials (furniture), food processing..., guarantee a stable economic development of the whole province and nearby regions, especially Ha noi Capital. Consider supporting industries the breakingthrough step to develop leading industries of Vinh Phuc during the industrialization and modernization; making enough goods to replace imports, encouraging consumer goods and exports. Supporting industries shall be directed to prefered fields, such as mechanic, manufacturing, automobile, electronic, information technology, garments, footwear, etc. Encouraging investments in deep aspect, renewing machines and equipments to increase productivities, lowering product costs to widen the market, especially during the time Viet nam is implementing WTO commitments.

Establishing a reasonable industrial zone network in the provincial area, ensure the sustainbale development and become the motivation for the general development of the province, set the core of uniform development of subregions and local areas, encourage economic structure shifting, population composition, agricultural and rural modernization. Creating a favourable environment to attract industrial investment, increase the industrial contribution (especially industrial zones) in the provincial socio-economic development.
In order to achieve the goals of developing industrial zones in Vinh Phuc to make the province become an industrial province by 2020, base on the analysis of current conditions in land, other resources and existing conditions and near-future plan of infrastructure and urban development, the space for industrial zone network in provincial area is planned as follow:
This industrial line is planned to develop soon in the early and late of 2010. This line goes across main centers of the province, such as Phuc Yen District-level-town and Vinh Yen City. Land reserve is limited and it is ease for the technical infrastructure to be overload, however, labor force and other socio infrastructure service are convenient. Industrial zones are planned to be settle up in a moderate scale, attract high-tech sections, friendly with environment, for example: mechanical assemling, automobile and motorbike.
Geographical conditions in this corridor are convenient for development of industrial zones. Infrastructure developed according to the plan ensures a connection to large economic center (near Ha noi Capital, near Noi Bai International Airport, and other provincial central urbans) The industrial line converges all neccessary conditions to develop till 2010 and the following years to 2015. Due to a location that is close to urban areas, existing and future tourism center, industrial zones are specially attracting to high-tech industries, friendly with environment, few ingredient uses, large manufacturing, such as electronic, electromechanic...
This North-South corridor is in the West of Vinh Yen City, connects Vinh Phuc Province with Tuyen Quang, Son Tay, and crosses National Way no.2 and Trans-Asian Highway. Besides planned industrial zones connected to National way no.2, Trans-Asia Highway and National Way no.2 across Tuyen Quang will be completed in the near future. After then, there shall be several main industrial zones to create a investment core in less developed area in the province and making use of nearby provinces, such as Tuyen Quang, Ha Noi(Son Tay), ensuring a balanced development of the area. Apart from electromechanic industries, high-quality agricultural products processing industries bases on exploitation of ingredients in the province and nearby regions of North and Northwest Mountain and the Southwest of the province.
This industrial line has potential for future development, sticks with Kunming – Lao Cai – Ha Noi – Hai Phong economic corridor cooperation program (progress of this corridor cooperation program shall also benefit other regions). Industrial development shall enjoy favorable condition, and be highly feasible in long-term expectation.
Enhance planning activities and infrastructure construction: Form new plan of several industrial clusters and industrial zones in: Tam Duong, Tam Dao, Binh Xuyen, Phuc Yen, Yen Lac, Vinh Tuong, Lap Thach and Song Lo; Detailed planning of industrial cluster for handicraft villages, small industries according to approved master planning, especially in the places where there is no industrial zone. It is important to bring these industries to rural area in order to solve unemployment and labor structural shifting in place. Focus on essential infrastructural constructions for industrial development; continue to build up new important roads to meet transportation needs and to serve industrial zones and industrial clusters. Research for development of 1-2 high tech parks with the functions of training and educating new human resources, study and examine to supply technique improvement service for enterprises, techincal product for industrial operations. Continue to improve investment climate, complete favourable policies and mechanisms to attract investment, and forming a convenient investment legal corridor; combine investment attraction with regulating investments, resolve the situation of infrastructural overload due to focusing too much into a specific region and leaving bad effects to the society and the environment; create a development core in each region, promoting the shifting of economic structure and labor structure. Maximum mobilization of domestic investment from enterprises in the province and nearby regions. Giving the enterprises the best conditions to expand their business, to find new markets, increase credit activities, and to get favourable loans from banks. Foreign investment attraction is put into high priority. Promoting trade promotion and demand stimulus resolutions in various channels; increase joint -venturing, partnership, researches to investigate, find out, and develop new markets. Take full advantages of foreign market from FDI enterprises. Modernization of each part, each steps in manufactuing production line of existing enterprises, encourage the enterprises to research and apply new scientific and technological progress. Take advantage of modern technology from foreign investors; encourage the appliance of knowledge engineering and low waste technologies. Plan for materials supplying regions by building processing factories, find and implement conditions to insure the suppliers. Support the suppliers with input materials and new technology transferring. Educate and increase the management abilities and skills. Building up human resource development strategies based on industrial development plan, meeting current and future demand requirements for industrial development, helps resolving unemployment. Build high skill educational training centers, supplying the regions and the whole nation with high skill labor force; weel-organized labor supply network and job introducing service. Strengthen environmental management activities, strict implementation of environmental protection law; compliance with environmental regulations and standards in manufacturing and applying modern waste processing methods, minimize wastes and garbage that may harm the surrounding environment.
