MEASURES ON IMPLEMENTATION

Planning can only be made possible on the basis of good management associated with prgress in administrative reform. The main measures as follows.

1. Propagate and mobilize people to participle in planning

In the organization and implementation of the planning, phasing issues to perform is extremely important. The purpose of phasing is to create the appropriate steps for each 5 year plan.

3. Strengthening coordination of planning implementation

The socio economic development of Vinh Phuc province has a close relationship with social economic development and especially the country 's key economic zone in the North . In the implementation of the planning process, the provincial People's Committees should be coordinated closely with local authorities in key economic region in the North, make good coordination mechanisms developed key economic region in the North, comply with the direction of the Steering Committee to coordinate the development of key economic zone in accordance with the decision of the Prime Minister. At the same time aiming to become a center of attraction to create spillover effects for the north - western province ( Ha Giang , Tuyen Quang , Phu Tho , Yen Bai , Lao Cai ... ) , there should be coordination closely with local authorities in the area of socio-economic development of the province .

5.5. Strengthen inspection and supervision of the implementation plan

After approval, the planning documents to become legal in nature as the basis for the development activities in the province. Chairman of the provincial People's Committee direct the development, organization checking, monitoring the implementation of planning. The Party committees through their system should have enough information to detect the problem and directing opinion. People's Councils at all levels to represent the people, enabling people to participate in monitoring the implementation of planning. /.
