VINH PHUC – VISION TO 2030

Vision to 2030 is determined based on the conduct of the Resolution of the 14^th Vinh Phuc Communist Party general meeting, Resolution of Vinh Phuc People’s Council in VI meeting of 14^th term, and the most general evaluation of the national and international development, and basic impacts to Vinh Phuc social-economic development and the possibility of the development in long term by 2030.

The future scene by 2030 consists of non-steady and unpredictable factors, thus vision to 2030 is determined on some certain assumption and can not cover all conditions and development factors in the future.

1. Conduct policies for vision to 2030:

“Maintaining high speed economic growth rate in a sustainable and stable way; taking advantages of resources for investment. Improve growth quality by paying more attentions to agriculture development and rural areas; base on industries; develop and improve the quality of service sector, especially tourism. Develop urban areas and build up new rural areas. Improving the quality and efficiency of education and training, culture, education and science, develop human resources, improve people’s health; reduce unemployment, and other social issues; improving people’s living standards and spririt. Building transparent and clear administrations at all levels, performing effective activities; fighting against peculate, practising savings and avoid wastes. Enhancing national defence and securities, maintain political stablization, and secure social orders, set favourable conditions for social-economic development. Achieving necessary criteria of an industrial province by 2015; and becoming Vinh Phuc city in the 20s of XXI centuries.

The objective “Achieving necessary criteria of an industrial province by 2015; and becoming Vinh Phuc city in the 20s of XXI century” is considered basic orientations of researching plans for social – economic development and implementation methods, of which industries and industrial zones are priority.

Vision to 2030:

1. Basic criteria by 2030

1. 
   Group of criteria regulated in Decree no.72/2001/NĐ-CP dated Oct 05, 2001 of the Government on sorting and urban administrative level, adjusting according to Decree no.42/2008/NĐ-CP:
   

• 
  Vinh Phuc becomes a city with functions of a center for politics, economics, cultures, sciences, technology, tourism and service, transportation in the whole nation... promoting the development of social-economy of the provincial region: including those in Kunming- Hanoi- Hai Phong economic corridor between Vietnam and China, and northern provinces: Tuyen Quang, Ha Giang in a close relationship with Ha noi and other province in the Tonkin.
  
• 
  Population scale: from 1.4 to 1.5 million.
  
• 
  Average population per km² in inner city: over 12,000.
  
• 
  Ratio of non-agricultural labor force: over 75%.
  
• 
  Infrastructure in centers (Vinh Yen city, Phuc Yen township) are installed in a complete and integrated way; maintain enviromental sanitation; 100% manufacturer building must be applied with clean technology or are equiped with less pollution equipment.
  
• 
  Surburban areas: many aspects have been invested in an integrated way and is basically completed; limit projects that pollute the environment; infrastructure network in rural areas needs to be invested; protect potential land for agricultural development, green areas for urbans and bio-ecological landscapes.
  
• 
  Architecture, urban landscapes: develop urban areas according to regulations of urban areas. New urban areas must meet criteria of model urban areas, and over 50% main routes in the areas meet standards of urban civilization. There must be public spaces, complex building or special building symbols that represent national meanings.

   Apart from those above criteria, Vinh Phuc city possesses special characteristics with following orientations:
   

• 
  Vinh Phuc is a modern city with developed service, especially tourism, basic social service (which aims to corperate and reduce overload for Hanoi Capital), manufacturer of high knowledge, take full advantage of technology, and service with high value added.
  
• 
  Vinh Phuc is symbiosis urban with natural environment, a green city.
  
• 
  Infrastructure system are invested modernly and completely, especially a binding infrastructure system with Hanoi Capital and other provinces in the Nothern-Northwest of the Tonkin.
  
• 
  Rural areas in the surburban have infrastructure developed, ensure urban civilization with social service from basic to high quality and level...
  

3. 
   Basic criteria by 2030:
   

• 
  GDP per capita: 13,000 to 15,000 USB (actual price)
  
• 
  Population density in rural area: 400,000-450,000; urban population ratio of about 70-75%.
  
• 
  Access to basic social service: all people have access to educational service; provide all people with health insurance service.
  
• 
  Information access: 96-100% people have access to internet.
  

2. Basic criteria by 2020

Objectives and common orientations for fast and sustainable social – economic development to become an industrialized province by 2020 requires a strong development in industry and service in Vinh Phuc provice.
