3.1.3. Update water sector performance database 2013 and 2014.
From the set of agreed indicators for 2011 and 2012, Consultant reviewed and revised (if necessary) the questionnaires and criteria for appropriate and effectiveness and developed a list data to be collected from the water utilities.
All values of 39 indicators of 88 participating utilities in water sector database 2013 and 2014 (after verification and correction by the method described above) are summarized in the Tables, presented in Annexes of Chapter 3 of this Report. In addition to indicators 2013 and 2014, there still included some indicators 2011 and 2012 and VWSA and DoC (if available) for purpose of comparison, analysis and evaluation.
3.2.2. Performance Assessment by Quartile Method
The objectives of water and sewerage sector database aimed at:
a) Collection data (used form of questionnaires) from water utilities and then calculated automatically the performance indicators of the utilities.
b) Preliminary assessment of the performance of utilities and comparison with the other utilities in the sector by using quartile method that take into account the similar conditions.
c) Based on the preliminary results, the utilities are able to:
- Determine what areas should and can improve the performance of their utilities;
- Identify utilities under "most effective" quartile group in need of improvement and access to information of the utilities.
- Identify and apply the appropriate measures to improve their own utilities
In descriptive statistics, the quartiles (quartiles) is three points of data sets (in order from small to large) divided into 4 parts with equal number, including
First quartile (Q1) (Quartile 1/ lower quartile/ the 25th percentile);
Second quartile (Q2) or median (Quartile 2 / Median/ the 50th percentile);
Third quartile (Q3) (Quartile 3/ upper quartile/ the 75th percentile)
For example, the ratio of capacity utilization of the utilities participated in database 2014 as shown in the Annex 3.10 of the Report. It included 70 utilities with ratio of capacity utilization ranged from 24.78% to 260%.
Arranged 79 values in order from small to large and divided into 4 parts with an equal number (each consists of 22 values of 22 utilities). The value at the point of division is quartile value Q1 = 66.08; Q2 = 74.03% and Q3 = 90.42%;
As results, 25% of the utilities with smaller proportion (or equal to) 66%, 50% of the utilities with smaller proportion (or equal to) 74% and 75% of the utilities with smaller (or equal to) 90%;
Each utility can know their ratio of capacity utilization and need to be improved if belong the “risk” group. For improvements, the utility can review the experience of some utilities of the higher quartile group with similar conditions.
3.2.4. Quartiles for data 2013 and 2014
The value of quartile (low to high) of the Utilities indicators are summarized in Table 3.3. Quartiles of Utility Indicators. Each type of indicator has the following values:
Minimum value (Min);
First quartile (25th percentile), Q1;
Median value (50th percentile), Q2;
Third quartile (75th percentile), Q3 and;
Maximum value: Max.
