2.3. Revised performance indicators and questionnaires for year 2015


Draft revised performance indicators and questionnaires for year 2015 prepared by Consultant in consultation with MABUTIP were presented and received some comments of Utilities in the Conference “Comment on Water and Sewerage Sector Performance Database” hold in Ha noi dated 18/8/2015.

The final version was completed and attached with MoC’s letter No. 2014/ BXD-HTKT dated 07/9/ 2015 addressed to the Utilities for collection data in years 2013 and 2014

The revised questionnaire is shown in the Annex 2.1- Questionnaire for Water Services (2015).

The revised performance indicators (2015) are shown in 2.2- Performance Indicators for Water Services (2015).



Some changes of version 2015 are listed below:

2.3.1. Performance Indicators for Water Services (2015)


Compared with the old version (2013) of 51 indicators, new ones (2015) reduced to 39 indicators as mainly removal of allocated criteria under cities of grades IV and V. In particular:

  1. Delete of (16) indicators, including:

  • Three (3) indicators related to the tariffs for non-domestic customers: Institutions, Commercial and Public customers (indicator from 10.3.3. to 10.3.5);

  • Three indicators related to ratio of metering that calibrated or replaced (indicators 3.1, 3.1.a and 3.1b);

  • Ten indicators that allocated for cities of grades IV and V (option 1) including indicators: 2.1a; 2.1b; 2.2a; 2.2b; 2.3a; 2.3b; 2.4a; 2.4b; and 8.1a; 8.1b.

  1. Add four indicators:

  • Indicator 6.3.a. Raw water Costs (used the question included in Questionnaires);

  • Indicator 10.3a: “ Water tariff for consuming the first ten (10) m3 of water per month (SH1 tariff)” (added in Questionnaires);

  • Indicator 10.4: “ Ratio of average industrial to average domestic water tariff ” (used the question included in Questionnaires);

  • Indicator 12.5 "Ratio of Fixed Assets" (used the question included in Questionnaires);

2.3.2. Questionnaires 2015


Compared with old version (2013), the revised version (2015) of the questionnaire had the following changes:

  1. Delete 74 questions out of 151 questions of the old version, there remains 77 questions accounting for 50%

  2. Add three questions as including:

  • Has your utility established and maintained a quality management system complied with ISO 9001 international Standard (for any scope)?;

  • Has your utility developed water supply security plan? The question satisfied with the management requirements in water sector.

  • Water tariff for consuming the first ten (10) m3 of water. The question used for the revised indicator 10.3a: “Water tariff for consuming the first ten (10) m3 of water per month (SH1 tariff)” aimed at integrating with IBNET Toolkit of the Bank.



CHAPTER 3: WATER SECTOR PERFORMANCE 2013 AND 2014

3.1. Updated Water Sector Performance Database 2013 and 2014

3.1.1. Data Collection


The Ministry of Construction sent the letter No. 2014/ BXD-HTKT dated 07/9/2015 to 104 water utilities requesting for data collection in years 2013 and 2014 with submission deadline on 31/10/2015. By February 23, 2016 it received data from 88 utilities including all key water utilities in 63 provinces and cities in the country in which 16 water utilities did not submit the data or cannot contact by telephone. Most of them are small utilities that never participated in the sector database or separated from the main company as result of equitation.

The list of water utilities provide data in years 2011, 2012, 2013 and 2014 as shown in the Table 3.1- List of Water Utilities Participated in Water Sector Performance Database in Years 2011, 2012, 2013 and 2014


3.1.2. Verification and Data Inputs Correction


  1. Data verification

The data has been verified and analyzed. The unreasonable data was verified via the form: phone calls directly to data provider or send the verified data to the utilities for confirmation.

In general, most of the utilities have experienced in providing data and met more advantages as questionnaire has been revised in appropriate and effectiveness manner to facilitate in provision and data monitoring. Therefore the quality of data has been improved with some minors in unit of measurement as: thousand or units (m3, people, million VND). There a few misunderstandings on the population in service coverage and volume of raw water abstracted (as no meter).



  1. Data correction

  1. Correction principle specified as below:

The verification and correction of original data will be carried out in compliance with the following principles:

  • Use data provided by the Utilities.

  • For some inconsistencies or unreasonable data, Consultant reviewed and adjusted based on the reference source as follows:

  • Response from providers;

  • Data published by the utilities (disclosure reports or Internet);

  • Report 2013 and 2014 submitted by DoC to the MoC within framework of implementation of Decree 05/2012 and 06/2012 as stipulated by the MoC.

  1. The correction for reliability improvement: it mean that corrected data with higher reliability (less false or less ridiculous)

  2. The correction and adding some data related to the criteria of the designed capacity, the service ratio, service area, population served and population in service area.

The correction and adding data inputs of the utilities are summarized in Table 3.2 below. Details of adjusted and added values to the original data are presented in Annex 3.1.
