Pursuant to Fisheries Law dated 26/11/2003;
Pursuant to Decree 01/2008/NĐ-CP dated 3/1/2008 of the Government regulating functions, duties, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Upon requests of the Director of Science, Technology and Environment Department, Director of National Directorate of Aquatic Resource Exploitaton and Protection,
HAS DECIDED:
Article 1. To issue the list of Vietnam’s endangered aquatic species which need protection, reproduction and development in accompanied with this Decision.
Article 2. This Decision shall come into force after 15 days since being published on official gazette.
Article 3. Chief of Administrative Cabinet, Director of NADAREP, Director of Science, Technology and Environment Department, Head of other Departments, Ministry’s Inspection, Director of Provincial Departments of Agriculture and Rural Development shall be responsible for implementing this Decision.

PART I. EXPLANATION OF TERMS
Endangered rare aquatic species refer to living species (animals and plants) adapting water living conditions which have special values in terms of science, environment or economics, with small number of individuals and could be disappeared in wild life at different levels.
Major criteria to evaluate extinction risks of different species, levels of extinction risks of wild species :
Resident place: Place for residence of a population in geographical area or resident place of a species.
Located area : The area where a species occupied.
Levels of extinction risks refer to :

-Extinct-EX : a taxon is regarded extinct when it is no doubt that the last individual of such taxon was dead.
- Extinct in the wild-EW: a taxon is regarded extinct in the wild when it is only seen in artificial breeding, or only one (or many) population has been naturalized in its previous located areas.
- Critically endangered-CR: a taxon is regarded critically endangered when it is facing a acritical risk of extinction in the wild in the imediate future.
- Endangered-EN: a taxon is regarded endangered when it is not critically endangered but very risky of extinction in the wild in the imediate future .
- Vulnerable-VU: a taxon is regarded vulnerable when it is not not critically endangered or endangered but quite risky of extinction in the wild in the imediate future.
