The average annual rainfall in the year is varied from 2.000 - 2.700 mm, the average relative humidity is 70 - 80%. QUANG TRI – A HEROIC LAND

Quang Tri is a coastal province of the Central Vietnam surrounded by Quang Binh province on the North, Thua Thien Hue province on the South, Laos on the West, and East Sea on the East. The topography of Quang Tri province is very various including hills, mountains, lowland, coastal sand-banks and islands. With more than 75km of the beach with three sea gates including Cua Viet, Cua Tung and My Thuy and Con Co Island district which is nearly 30km away from mainland. Management Committee of Quang Tri Economic Zone implement state management functions directly to the industrial parks, economic zones and border economic zone in Quang Tri province; manage and organize the supply function of public administrative services and other support services related to investment activities and production, trading for investors in industrial zones and economic zones, border economic zones in the province in accordance with the law.

Management Committee of Quang Tri Economic Zone perform a number of tasks and powers, mainly the following:

Present at the workshop were representatives of the provincial bodies and agencies, business associations and SMEs of the two provinces. The participants of Quang Tri province were from the Office of Quang Tri Provincial People’s Committee, Department of Industry and Trade, Department of Planning and Investment, Provincial Economic Zone Management Board, Provincial Business Association and numerous leading SMEs.

The main objective of the workshop was to enhance SME’s competitiveness along East-West Economic Corridors through business database and e-commerce development.

At the end of the workshop, the participants discussed to develop draft action plans for the registration in and collection of data for the Database.

I PREFERENCE IN LAND RENT.

- Land rent exemption in the stage of basic construction (maximum is not exceeding 3 years from the date of decision for land lease).

- Land rent exemption in 15 years (after the time of land rent exemption of basic construction stage) for the project in the category of a special investment incentive area.

- Land rent exemption in 11 years (after the time of land rent exemption of basic construction stage) for the project in the category of a investment incentive area

- Land rent exemption in 7 years (after the time of land rent exemption of basic construction stage) for the rest projects

- Land rent price is calculated by 0.85% the land rent price issued by People’s Committee annually, in detail the land rent price in 2016:

+ South Dong Ha Industry Park: 360,000 dong x 0,85% x 1 time = 3,060 dong/m2/year;

+ Quang Ngang Industry Park and West – North Industry Park: 180,000 dong x 0,85% x 1 time = 1,530 dong/m2/year.

2. Lao Bao Special Economic – commercial Zone, the East – South Quang Tri Economic Zone

- Land rent exemption in the basic construction stage (maximum is not exceeding 3 years from the date of decision for land lease).

- Land rent exemption for the project in the category of a special investment incentive area

1.Industrial Parks

1.1 South Dong Ha Industrial Park

- 2 years tax exemption and reduce 50% of total tax payable in the next 4 years on income from new investment project implementation.

1.2 Quan Ngang Industrial Park and West North Ho Xa Industrial Park

- Apply the tax rate of 20% in 10 years; 2 years tax exemption and reduce 50% of total tax payable in the next 4 years on income from new investment project implementation.

2. Lao Bao Special Economic – commercial Zone, the East – South Quang Tri Economic Zone

- The preferential tax rate 10% is in 15 years. Time for preferential tax apply is calculated continuously from the first year when the enterprise gets revenue from new invested project

- 4 years tax exemption; reduce 50% of total tax payable in the next 9 years on income from new investment project implementation
III. PREFERENCE ON IMPORT AND EXPORT TAX.

1.Quan Ngang Industrial Park and West North Ho Xa Industrial Park, East South Industrial Park

- Import tax exemption to create the fix asset of investment project according to the Decree 87/2010/ND-CP dated 13/8/2010 stipulated in detail of executing some articles of import and export tax law.

2. Lao Bao Special Economic – commercial Zone

- Goods from Lao Bao Special Economic – commercial Zone exported to foreign countries, goods taken from this non – tariff area to the other non-tariff area not subject to import and export tax.

- Goods produced, processed, recycled, assembled in Lao Bao Special Economic – commercial Zone when exported abroad

- Goods produced, processed, recycled, assembled in Lao Bao Special Economic – commercial Zone without using the materials, components imported from abroad when imported into Vietnam are duty-free of import tax; in the case using the imported materials, components from abroad when imported into Vietnam, only pay import tax for materials and components on that goods;

- Goods produced, processed, recycled, assembled by the investment project with total capital from above 20 (twenty) trillions dong in Lao Bao Special Economic – commercial Zone when imported into Vietnam are free duty of import tax in 5 (five) years since starting production.

- Reduce 50% personal income tax for those who have income subject to income tax, including Vietnamese citizens, foreigners working in the economic zone.

V. POLICY ON SUPPORTING VOCATIONAL TRAINING

- Support 1,000,000 dong/worker for primary training
