The Project of Improving Water Environment in HCMC at basin Tàu Hũ - Bến Nghé - Đôi-Tẻ, phase 3 will have a project for synchronous connections of systems of drainage and waste water treatment already constructed in phase 1 and being constructed in phase 2 in order to develop a rain water drainage system, contributing to improving the environment, justifying the city, upgrading life quality of people, increasing the capacity of water drainage and water traffic on Canals Đôi and Tẻ, developing the rain water drainage system, overcoming water floods due to rains and tides at flooded areas in the region, complete the Canal-side traffic network and promote the best of projects for improvement of water environment under phase 1 and 2.

On 28/07/2012, in the Notice No. 572/TB-VP of the Office of the Municipal People's Committee, the Chairman of the Municipal People's Committee agreed to assign the Urban Transportation Committee to chair the prefeasibility study of the city water environment improvement project, phase 3.

To reduce traffic jams and environmental pollution as well as facilitating the development corresponding to the city's overall planning, the city's harbors are being moved to Cát Lái and Hiệp Phước area. Several combined and container harbors have been built in Cát Lái area (projects of Tân Cảng Company) and Hiệp Phước, the center of HCMC. Apart from harbors that needs locating, a new combined harbor with an area of 300ha and a length of appx. 5km is being researched for investment in the South of Hiệp Phước industrial zone.

On 04/6/2011, People's Committee of Hồ Chí Minh City issued Decision No. 2763/QD-TTg on establishment of the investment project management board of the Soài Rạp Dredging Project (phase 2) with the task of raising money (budget, ODA, bank loans, capital contribution from other partners ...) for implementation of the investment project of dredging Soài Rạp Canal (phase 2). Accordingly, the project needs to enable the harbors to bear the weight full load ships of 50,000DWT and offload ships of 70,000DWT.

To continue the deployment of the project, the project's management board has sent Dispatch no. 52/CV BQLSRGĐ2 dated 26/02/2014 to the Department of Transport to request permission for preparing the second investment – stage 2 in Soài Rạp Dredging project.
