Strengthening coordination of planning implementation 174 INTRODUCTION Vinh Phuc is located in the Northern key economic zone, the North share border with Thai Nguyen and Tuyen Quang, the West is nearly Phu Tho and the Southest closed to Ha Noi Capital. Vinh Phuc province has nine units administrative include: City of Vinh Yen, Phuc Yen Town, Binh Xuyen district, Lap Thach, Song La, Tam Duong, Tam Dao, Vinh Tuong, Yen Lac.Total natural area of Vinh Phuc province is 1231.76 km2. The annual average population in 2009 was 1003.0 thousand people (according to census on April 01st, 2009), in 2012 was 1010.4 thousand people. Township of Vinh Phuc province is Vinh Yên city, 50 km away from Ha Noi and 25km from Noi Bai international Airport. Sine 1997(re-establelishment of Vinh Phuc province) Vinh Phuc Province’s economy has developed rapidly. The average annual growth rate of Gross Domestic Product was considerable in period of 1998-2000 reaching 18, 12% per year. In the period 2001-2005 Gross Domestic Product growth attained 15, 02% and 18, 0% per year in 2006-2010 periods. In general, the growth rates are consistently high in the provinces of Red River Delta and the Northern key economic regions, twofold increase compared to average rate of the country. The Socio economic development in the last period was complied with “the master plan for socio economic development in Vinh Phuc province period of 2001-2010” and subsequent implementation scheme in the spirit of project “ adjusting master plan for socio economic development in Vinh Phuc province period of 2001-2010 and orientation to 2020” which was prepared and approved in 2005. After several years of implementing of the project has obtained the good results. However, up to now this plan is no longer appropriate in term of space and time. Moreover, the fact prouved that the socio economic development of Vinh Phuc province as well as the whole country, Northen region (The Northen key economic region especially) and Hanoi capital had been great changes. Vietnam became officially the member of World Trade Orgnization (WTO), developing markets for the country’s economy has been expanding rapidly, providing many opportunities but also brought a lot of difficulties and new challenges to overcome. The new context of development required deploing new construction research “the master plan of socio economic development in Vinh Phuc province” to 2020 with longer vision to (2030) as a basis for the construction of suitable development plan with the coming years to meet the demand of general development of the local and the country, and increase socio-economic benefits, and practical construction of Vinh Phuc province become a dynamic developing ares.
