APPEAL

Of the Central Executive Committee of Vietnam Red Cross Society to assist people affected by the severe drought and salt intrusion in the Southern Central, Central Highlands and Mekong River Delta in 2016


The drought and salt intrusion has been severe widely; that caused to the lives of millions people; to the local production and livelihood1. By March 17th, 2016, 43/632 cities/ provinces have been directly facing with the drought and salt intrusion, of which the most affected cities/provinces in the Southern Central, Central Highlands and Mekong River Delta; A total of 12 provinces in the Mekong Delta and Central Highland regions have announced an emergency state of drought and saline intrusion (including: Ben Tre, Binh Thuan, Ca Mau, Gia Lai, Kien Giang, Kon Tum, Long An, Ninh Thuan, Soc Trang, Tien Giang, Tra Vinh, Vinh Long).

In order to assist population living in the most affected cities/provinces by the drought and salt intrusion to overcome the difficulties, the Central Executive Committee of Vietnam Red Cross calls and requests the Red Cross network to mobilize, encourage Red Cross staff, members, youth and volunteers and organizations, agencies, individuals and population to assist and support the people affected by the natural disasters, with the following actions:



1. To the affected cities/provinces by the drought and salt intrusion: It is requested that all Red Cross chapters should actively to conduct the assessment on the damages and needs of the population; to mobilize and encourage Red Cross staff, members, youth and volunteers and population of the location, where less affected by the natural disasters to provide support and assistance; actively to organize emergency responses (in cash, in kind) from their own resources; regularly report and update the information to the Red Cross management.

2. To the other cities/ provinces in the country: It is requested that all Red Cross chapters to response actively to the Appeal of the Central Executive Committee, to mobilize and encourage organizations, individuals to have donation and support in cash and in kind for assisting people affected by the natural disaster; to be considered as a focal point at the province to receive all donations and support of the province and then report and send the donation support to the Vietnam Red Cross National headquarters. Based on the donation raised, Vietnam Red Cross National Headquarters will conduct the emergency responses to the most affected areas timely and quickly.

3. To report and update information timely and quicky; to ensure with the transparency in emergency operations The appeal for assisting people affected by the drought and salt intrusion will be from March 18th, 2016 to the end of August 2016. The donation will be transferred to the following bank accounts:
