CHAPTER 4: ASSESSMENT AND RECOMMENDATIOS FOR WATER SERVICES


The water sector database can be used by water utilities, managerial agencies and users for many different purposes. In this regard, Consultant presents some evaluation and recommendations as following:

4.1. Design capacity

4.1.1. Evaluation:


In sector database, the design capacity was important criteria and listed as one out of four statistical indicators of construction sector in the field of water sector. It reflects the scale of production of the utility as well as basis for verifying of the relevant data.

  1. Capacity of Utilities:

Design capacity of Water Utilities presented in Annex 3.3.

As results, some conclusions are summarized as following:



  • Design capacity (water production) of the utilities has a huge range, from 800 m3/day to 1.12 million m3/day.

  • Highest quartiles group comprises 23 utilities with capacity (retail) over 75,000 m3/day (about 73%) that equivalent 3/4 total capacity of the country, in which:

  • Half of the utilities in the group, including 11 utilities with capacity of water supply (retail) from 150,000 m3/day with capacity of over 50% of the capacity of the country;

  • Two biggest utilities as Ha Noi Clean Water Company and Sai Gon Water Supply Corporation (SAWACO) occupied about 1/3 of the total capacity of the country in which Ha Noi about 1/10 and SAWACO about ¼ of the country;

  • Three remaining quartile groups included 68 utilities in which the capacity occupied about 27% with average of 3.4% per utility. Therefore, values changing of some utilities under the group did not much influence to the national composite indicators/region.

  1. Design capacity of whole country:

To ensure realistically data, the national/region indicators related to the design capacity was calculated on the basic of:

  • Include all utilities participated in sector database in 2011 and 2012 but not updated data in 2013 and 2014 by using the previous submitted values; a total of 91 utilities.

  • Check and eliminate capacity duplication between Corporations/parent utilities and member utilities/subsidiaries as particularly: SAWACO included 6 joint stock companies (before equitation as branches), Can Tho Water Supply and Sewerage and 3 member utilities, Hai Phong Water Supply Company and Joint Stock Company No. 2

  • Check and eliminate capacity duplication between utilities which provides water in bulk and retail. Specifically: excluding the capacity of the utility provided water in bulk as VIWASUPCO (300,000 m3/day) in Hanoi, Thu Duc BOO (315,000 m3/day) and Binh An (145,000 m3/day) in HCMC, Thu Dau Mot Water Joint Stock Company (45,000 m3/ day) in Binh Duong.

  • The total capacity of nearly 91 utilities in the sector database was equivalent with the total capacity of the country, as the utilities that did not participated in the sector database were small and private company or rural water supply;

  • The total design capacity of 91 utilities in the sector database in 2013 estimated at 6.7 million m3/day and 7.0 million m3/day in 2014. The reason is that in 2014 some utilities has increased capacity of water supply in which some new WTPs put into operation as including Di An 2 (50,000 m3/day) and My Phuoc (30,000 m3/day ) in Binh Duong province and Nhon Trach (100,000 m3/day) in Dong Nai.

4.1.2. Recommendation B1:


  1. It could assess quickly many national indicators (related to the scale/capacity of the water supply) by making evaluation of 23 utilities under first quartile group instead of 91 utilities.

  2. In contrast to ensure the reliability of the national indicators, it should at least ensure the reliability of the indicators for 23 utilities especially Hanoi Clean Water Supply Company and SAWACO in HCMC. In the context of limited resources and time, it required to verify data provided by two utilities as priority. List of top 23 utilities are presented in Table 4.1 below:
