In statistics sector index (Circulars No, 05 &06/2012 of the Ministry of Construction) as well as IBNet Toolkit (World Bank) included indicator related to the sewerage service coverage, namely Indicator 7 – Ratio of urban population served with the sewerage services, however, it did not include this indicator in the construction sector index.
The service coverages are presented in the Annex 7.3 and Figure 7.1. It noted that this is percentage of the population served with WWTPs to the population in service areas of WWTPs (not of all urban population),
As resutls, it presented some comments:
Number of cities served with WWTPs in year 2014 included 13 cities as Ha Long, Bac Giang, Ha Noi, Bac Ninh, Hai Duong, Dong Hoi, Da Nang, Dà Lat, Buon Ma Thuot, HCMC, Binh Duong and Soc Trang.
As utilities in charge of operating Yen Son and Vinh WWTPs did not submit their data to calculate the percentage of population served with WWTPs in 2014, therefore, Consultant estimated and added the data for the two stations. As result, the population served with WWTPs in 2014 estimated at 2.7 million people, all of which lived in urban areas.
According to the General Statistics Office, the urban population in 2011 approximately of 27.9 million people. Based on Urban Database (Urban Development Administration - Ministry of Construction), the total urban population in 2011 was 38 million people, in which the urban population of 27.2 million people. Thus, the service coverage of wastewater in the country in 2014 was around 10%.
Currently there is a small portion of urban wastewater that collected and treated and this seem to be happened in the next many years. Therefore, it is required to consider and add sewerage coverage indicator in the sector construction index system.

Ratio of Capacity Utilization
The ratios of capacity utilization of WWTPs in 2014 are shown in the Annex 6.5 and Figure 7.3.
For many WWTPs, one of interested issues in many years is that to ensure sufficient amounts of influent to the treatment stations and then improve the ratio of capacity utilization.
Summarize capacity utilization and coverage service (Table 7,5) shown that:
Some utilizes with low capacity utilization and coverage service as: Bac Ninh, Hai Duong, Quang Binh, Buon Ma Thuat, Phu My Hung, Binh Duong and Soc Trang, These utilities should focus on the increase in number of connections. It is required the appropriated institutional, technical and financial solutions.
Some utilities with low capacity utilization but high service ratio (Ha Long, Ha Noi, Phu Mu Hung). These utilities should review the reliability of data; if so, it is needed to investigate the reasons and then to identify and apply the appropriate actions.
