Pursuant to Law on Organization of People’s Council and People’s Committee dated November 26, 2003;

Pursuant to Law on Investment dated November 29, 2005;

Pursuant to Decree No 108/2006/NĐ-CP dated June 22, 2006 of Vietnamese government on Detailing and guiding the implementation of a number of articles of Law on Investment;

Pursuant to Decree No 83/2006/NĐ-CP dated August 17, 2006 of Vietnamese government on providing for the order, procedures of establishment, reorganization and dissolution of administrative organizations and state non-business organizations;

Pursuant to Resolution No 08/2004/NQ-CP dated June 30, 2004 of Vietnamese government on continuing to strengthen governance decentralization from central to provincial government and centrally-managed cities;

At the request of Director of Department of Home Affairs under Report No 245/TTr-SNV dated June 22, 2012,

DECIDES:

Article 1. To establish Vinh Phuc Investment Promotion Steering Committee, including members (named in the attached list)

Article 2. Vinh Phuc Investment Promotion Steering Committee performs main duties and powers as follows:

1. Direct the planning and implementation of annual programs on Investment, Trade and Tourism Promotion on both domestic and international scales.

2. Direct the foundation of Information Centre on Investment promotion and Enterprise support; receive and resolve difficulties of investors in the pre-, during and after-investment processes.

3. Direct the development and implementation of regulations on coordination among provincial agencies; give support to enterprises to get FDI and DDI projects; solve relating administrative formalities; ensure time shortening to accelerate the implementation of projects; care and support enterprises during the investment period in the province.

4. Direct the inspection, supervision and timely handling of difficulties on the procedure order, create favorable conditions for investors, donors, sponsors to gradually overcome limitations and weaknesses, enhance the effectiveness of appealing investment projects including FDI, DDI and ODA in the province.

5. Develop Regulations of working and task assignment of Steering Committee and submit them for Provincial People’s Committee’s approval in accordance with regulations in force.

6. Perform other duties relating to investment promotion that are assigned by Provincial People’s Committee in accordance with laws in force.

Article 3. Office of Provincial People’s Committee is the standing body of Steering Committee that get the right to use the seal of Provincial People’s Committee for transactions and operations of Steering Committee;

Entrust Department of Home Affairs with coordination with Office of Provincial People’s Committee and relevant agencies to advise and support Provincial People’s Committee to establish a body under Office of Provincial People’s Committee with duties including supporting Steering Committee and carrying out tasks relating to investment promotion.

Chief of Office of Provincial People’s Committee; Heads of relevant agencies and the members named in Article 1 are responsible for implementing this decision.
