PART CYOUR COMPANY AND THE OCTG SECTORThe information requested in this part will provide the CBSA with a better understanding of your company and the OCTG sector in the region where your company is located. Please note that, in addition to your narrative response to each of the questions, all necessary supporting documentation is also requested. C1. (a) Provide a list of the full range of OCTG products your company currently produces (for purposes of this re-investigation, the OCTG sector includes all casing, tubing, and drill pipe). For each month in the period of analysis of April 1, 2014 to March 31, 2015, indicate the monthly capacity, production volume, domestic and export sales volume, and domestic and export sales revenue of OCTG products for your company, as indicated in the table below. Please ensure that this information is provided in an EXCEL spreadsheet.
(b) For each of the following categories of OCTG products: Seamless Casing, Seamless Tubing, Welded Casing, and Welded Tubing, provide the monthly average domestic selling price and average export selling price during the period of analysis, as indicated in the table below. Please ensure that this information is provided in an EXCEL spreadsheet.
(c) For the period of analysis of April 1, 2014 to March 31, 2015 please complete Appendix A at the end of this questionnaire regarding your domestic and imported purchases of raw material inputs (i.e., hot-rolled sheet or skelp, or billets). Again, please ensure that this information is provided in an EXCEL spreadsheet. (d) List the full name and address of each trading company and manufacturer listed in Appendix A. C2. (a) Are OCTG products sold by your company subject to export quotas? If so, explain why the goods are subject to quotas and the method by which the quotas are allocated. Does this process involve any government participation in determining the selling prices of the goods? If so, explain. (b) If the goods are not presently subject to export quotas, indicate if quotas existed during the period of analysis and when and why they were removed. (c) Identify which agency of the GOV legislates and monitors the quotas. (d) Has the GOV set any targets or limits regarding the quantity of steel products that may be sold in the domestic market? If so, provide details. C3. (a) Identify the person and the position of the person who determines and authorizes the sales terms, prices and other contract provisions for the sale of OCTG products in your company. (b) Explain how the selling prices of OCTG products are determined, including any government involvement in your company’s pricing decisions. Indicate if the goods are subject to government pricing rules or controls or guidance pricing. (c) Does your company coordinate the selling prices of OCTG products or the supply of OCTG products with other domestic steel producers or with the Vietnam Steel Association? If so, provide details. (d) Describe the type of domestic OCTG price information or data that your company provides to the GOV or to the Vietnam Steel Association. C4. If your company has production facilities in more than one province or region, are the laws and regulations the same with respect to pricing? Provide details on any regional differences. C5. Provide details regarding any other restrictions (e.g., geographic/regional, energy, environmental, etc.) relating to the production or sale of OCTG products that are or may be imposed by the GOV. C6. This question pertains to the production of OCTG by your company during the period of analysis.
C7. This question pertains to the price of OCTG sold by your company during the period of analysis.
C8. (a) Does your company submit information with respect to domestic selling prices to any GOV agency, bureau, institute or ministry? Please provide an explanation with respect to the reporting requirements and a description of the range of information provided. (b) Explain whether your company provides domestic OCTG price data to any other person at the provincial, regional or special economic zone level. C9. (a) Has the GOV issued directives with respect to the prices of raw material inputs such as iron ore, hot-rolled steel sheet, etc. over the period of analysis to steel companies in Vietnam? (b) Identify instances where a similar request was made of your company, be it by the GOV or another organization in Vietnam. (c) Where applicable, explain how the GOV communicated this request to your company. (d) Where applicable, provide a copy of the communication from (c) above. (e) Where applicable, explain the actions that were taken by your company to respond to the request. (f) Explain whether a request of this nature is normal or whether a request of this nature by the GOV or other institution is unusual. C10.(a) Is your company a member of the Vietnam Steel Association and/or the Chamber of Commerce? If so, explain theirrelationship with the GOV. (b) If your company is a member of the Vietnam Steel Association, indicate whether this membership is voluntary or compulsory. Explain the functions that the Association provides for your company. Explain in detail the role of the Association with respect to the directives as provided by the GOV concerning the steel industry. (c) Explain whether there are Communist Party of Vietnam or GOV-appointed positions in the Vietnam Steel Association. C11. Is there a price difference for raw materials (i.e. billets or hot-rolled steel sheet) amongst your suppliers? Also, is there a price difference between purchase prices from SOE and non-SOE suppliers? Please provide a detailed explanation. C12.(a) Please indicate if your company submits information on a monthly, quarterly or yearly basis to a Department or Bureau of Statistics relating to sales, production and costs. If yes, explain the type of information submitted and the purpose of these submissions. (b) Please provide a recent example of a submission that has been made to the Department or Bureau of Statistics and/or any other government organization doing similar work. (c) Does the department, bureau or organization approve or asses your submission? If yes, please provide a detailed explanation. (d) Does the department, bureau or organizations provide feedback on your submission? If yes, please provide a detailed explanation.
