THE STATUS OF INFRASTRUCTURE DEVELOPMENT

  1. Transportation system


Vinh Phuc’s transportation network is quite developed with three categories: roads, railways, waterways. The transportation system in the province distributed porperlly with the high density traffic. Many routes are invested which has brought tremendous efficiency on social economy

Urban and rural traffic have been upgraded interested investors, to ensure trade and economic exchanges between localities in the province and the outside.

However, transportation system is limited as following:


  • Qualities of roads are in a state of degradation. The national highways across the province, provincial roads are generally low technical standard, small-scale cross-section, does not have to meet the traffic demand and vehicle load.

  • The route is the gateway between the Vinh Phuc provinces and others provinces (intercity lines) between the district and the other (provincial and district roads) frequent overcrowding. There are not yet the major transport systems connecting directly between Vinh Phuc and Thai Nguyen province. Transportation system through the west of Hanoi (Ha Tay in the past) is limited due to lack of investment in the construction of Vinh Thinh Bridge. All road intersections between the roads and the railways are at the intersections (only 3 overpass Vinh Yen but less efficient transport);

  • The train station was built a long time to level up is to be renovated and upgraded;

  • The river ports are temporary ports, manually loading facilities, low loading capacity;

  • The link of the roads to the railway station, the river port is not good because the connection quality is weak.

  • No have internal port, new planed, prepared to build

  • No domestic ports (ICD), the new show is planned, prepare.

The above situation has bad impacted to the socio economic development in general and especially industrial development in particular.
        1. Road transportation


The total road length is 4058.4 km of which: Highway: 105.3 km; Provincial roads: 297.55 km, 103.5 km of urban roads, 426km of district roads; route in commune of 3.136km street has gradually built with modern scale to meet the needs of socio economic development of the province and international economic integration of the country

The Province has four national highway running through is that the national highway 2, highway 2B, highway 2C and highway 23 with the total length of 105,3km, basically has been asphalted, in which the good and fair quality of roads is 48 km (account for 45,6%); average is that 45 km (account for 42,7%) and 12,25 km of bad face road in the end of highway 2C

The provincial roads had 18 routes with a total length of 297.55 km. regarding the quality of the underlying pavement or asphalt concrete. In particular, the surface road of good and fairly 160.25 km (made up 52.2%), the average surface of 114.9 km (account for 40%), and 22.4 km (of which 8 km under construction) the bad surface.

Urban road: 103.5 km are urban roads including Vinh Yen City 61.7 km, 27.8 km Phuc Yen town, and Tam Dao town 14 km. in which, 90.7 km (account for 87.6%) was the asphalt or concrete, there are 12.8 km of gravel roads in Phuc Yen town.

District roads have a total length of 426 km with 290.5 km (made up 68.2%) had been asphalted or concreted, with 40.1 km under construction (made up 11.4%) remaining gravel roads.

The road system in the Vinh Phuc province has been invested to ensure the rapidly transportation among the areas in the province which create the favorable conditions for the peoples, organizations and enterprises which will be available internal and external connecting as well as approaching the others social economic activities.

However, it is very difficulty to meet the needs of development towards the goal of becoming an industrialized province and high levels of urbanization.


  • The inter distric and commune road to meed the demands of connecting but the quality is not yet good, and the capacity and low cirlulation speed

  • The system of intercity roads, national roads across the province has been relatively good but circulation rate is limited. Especially the main transport routes remain focused on National Highway 2 connects with routes 5, line 18 to Ha Noi - Hai Phong and Quang Ninh, while the route has not been coordinated investment, capacity through is limited.

  • Urban Transport relatively good, but not synchronized and modern.
        1. Railway transportation


The province has the railway Ha Noi- Lao Cao running thought 5/9 administrative units (Indcluding Phuc Yen Town, Binh Xuyen district, Vinh Yen City, Tam Duong and Vinh Tuong district) to 35 km and 5 station in which there are two main station is Phuc Yen and Vinh Yen. This is the main railway connecting Hanoi captital thought Vinh Phuc to midland province and Northern mountainous areas with China.

Thought, the national railway go thought province is the potential convenient, due to the socio economic development in general of the areas as well as the international commerce (with China)

Although national railway passing through the province is a potential advantage, because of the social economic development of the local in general as well as international trade (with China) along the entire route is still slow and unefficiency. On the opposite side, the capacity (quality) rail transport is still weak (gauge is 1 m, vessel operating speed is slow) not yet create conditions for social economic activity on the scale line of development, including Vinh Phuc province.

        1. Waterway transportation


The province has two main river with levels II controlded by Central is that Red River (30km) and Lo River (34km). Two rivers have capacity of transportation not exceeding 300 tons. Two major rivers are that Ca Lo River (27 km) and Pho Day River (32km) during the rainy season, serve the transport of a capacity not exceeding 50 tonnes.

The current port system is that Vinh Thinh Port of the River and Nhu Thuy Port of the Lo River.

Waterway transportation is limited in exploitation and low investment

      1. Electricity supply


Vinh Phuc province is located in one of the advantages of the power supply from the national grid; the transmission system and the distribution of investment planning and synchronization ensure favorable supply the demand for development of industrial parks in the province.

In recent year, in order to meet the demands of the socio economic development, the province and Vietnam’s General Electric Company had made great efforts in seeking the investment capital in grid development in the Vinh Phuc province.

Quality of electricity supply has been significantly improved: the problem and number of power cuts to repairing had been decreased.

Despite many difficulties, the caring and assistance of the provincial committee, the authorities and the support of the people, the power sector has basically completed the task of power supply demand for socio economic development in the areas. However, the prospects for provincial economic development in the future, Vinh Phuc’s grid need to be upgraded and more modernized

Currently, in the province the power supply system included:

Current Line and transformer station:

220kV and 110kV lines operate well, stabilize and moderate load.

The 110 KV substations include: Lap Thach 25 MVA station; Vinh Yen station in 2008 to raise capacity to 2x63MVA; Phuc Yen station 2x40MVA. To meet the growing demand especially for industrial development in the area northeast of the province, 2x125MVA-220/110/22kV stations have been built in recent years. The 110kV station and most of the intermediate station is currently operating at full load.

a). The projects are constructing:

Thien Ke 110 kV transmission line and substation capacity 2x63MVA (basically built line).

Line and substation 2x25 MVA 110 kV Vinh Tuong (has completed engineering design, preparation commenced).

Also plans to increase the capacity of 110kV Phuc Yen stations from 2x40MVA are up 40 +63 MVA.

Sewarage supply system and wastewater treatment

Vinh Phuc has great potential for water power. Surface water, groundwater naturally abundant is enough to provide for the industrial operation of production, agriculture and irrigation in the area. However, the systems of clean water supplies for domestic and industrial development have not been large invested.


  1. Water suppy

Recently, Vinh Phuc province has some clean water supply factories for life activities; Vinh Yen water factory, water supply capacity of 16.000 m3/ day and night

Currently Vinh Phuc has some water plants to provide clean water for life: Vinh Yen Water Plant with capacity of water supply 16,000 m3/day and night with 17 treatment plants water quality, Phuc Yen water plant (managed by second environmental water supply Company) with a capacity of 12,000 m3/day and night with 5 wells in which the water provide for industrial production is 3,174 m3/day and night.

In addition to the above plants, there are small water supply project in the town of Tam Dao (capacity of 5,000 m3/day), Yen Lac, Lap Thach and Vinh Tuong town with a capacity of 3,000 m3/day. End of 2010 is expected to reach 8/9 districts (except the new formed Song Lo district) there are water supply system.

Currently, the province is calling for a large number of water supply projects, water taken from the Lo River: JBIC project, planned capacity of 100,000 m3/day, total capital 120 US million, was calling the investor from (Netherlands) 500,000 m3/day project.

Water supply system for the province has yet to fully meet the daily needs of the people and for production. Urban water supply and water quality is unsatisfactory


  1. Sewage water:

Currently, most of the province has not been invested in sync and complete, some new urban construction is only invested in the drain wastewater collection, and these works are also small retail investors, patchwork, locally. Even big cities like Vinh Yen City, Phuc Yen town so far no have system to collect and handle the sewage. Wastewater is only treated by local septic tank system of the household, and then discharged directly into the storm water drainage system and wastewater.

Currently there are two drainage projects are being implenmented in Vinh Yen city:



  • Stormwater drainage project in the Southern of Vinh Yen city: is scheduled for completion in 2010

  • Wastewater treatment plant and sewerage system in Vinh Yen area: expected to be completed in 2012.

  • Waste water treatment in industrial zones has not been properly invested. Currently, there are 11.11% of industrial zones with wastewater collection system reached environmental standards.

  1. Sewerage system:

  • For household waste:

The province has launched the construction of a waste treatment plant in to microbiological fertilizers in Thanh Lang town, Dai Dong, Dong Cuong commune, Lap Thach town. To date the project was essentially completed and put into operation. Treatment capacity of each station is 10 tons of organic waste / month. Up to now, the proportion of domestic waste in urban areas is treated as 65%, and 52% in the rural.

  • For the industrial waste disposal and solid waste:

The industrial waste disposal treatment is the responsibility of the business. A large amount of this waste is reused as raw materials, fuel and other sectors; a simple part is handled by means of incineration or burying. Currently, disposal wastes of the province are looking places and urged investors to build Waste disposal plants.
      1. The communicatin and information system


Postal service network has now been widely developed in the province to meet the basic postal services. According to statistics, by 2008, all communes have service points, with 176 service points, including 27 post offices and 123 postal cultural societies (BDVHX). Average service radius is 1.7 to 1.5 km / points, the average number of people served by the 5,764 post offices / post offices 1. The province has 211 mail boxes are located in all communes, wards and townships.

Telecommunication networks thrive with modern technology comparable to regional averages. The total of independent stations has the capacity of 5000 are gradually being replaced by the operator or satellite access equipment V5.x. All communes have optical transmission. There are three interprovincial intercity fibers of VNPT, Viettel and EVN Telecom of Hanoi - Vinh Phuc – VietTri direction.

Transmission within the province by the provincial telecommunications management; the connection between the PBX uses from 2 to 5 streams 2Mb / s. The intra-provincial routes commonly used microwave 2 streams 2Mb / s. About peripherals network, cables often use the cables from 200 to 600 pairs, the cable cars under 200 pairs and over 1000 km of sewer cables. There are 80,000 original cables pair cable and generally serving radius was 4-7 km. Due to the geographical area of the province is not large and mid-terrain rural telecommunication network should use the copper cable.

In the province, there is full of mobile phone networks available in countries such as Mobifone, Vinaphone, Viettel Mobile, E-Telecom, Vietnamobile, G-Tel .... All districts are broadcast stations. By the end of 2008, the province has about 432 stations, base ensure smooth communication in the area.

Internet and VoIP network, there is 1 POP provided by services VDC of Internet access and VoIP in Vinh Yen. The Internet of Vinh Phuc has deployed 2 DSLAM provider of broadband Internet access service in Vinh Yen and Phuc Yen. Broadband ADSL lines, cable television companies are also providing implementation services for installation of equipment.

In general, along with the rapid development of information networks in the country, the postal network, telecommunications, information in the province to meet informative requirements for production, business and needs people. Information network to serve the increasingly modern management has met the full and timely information provision requirements serve to direct and executive management of the leader. Telecommunications infrastructure and information of Vinh Phuc has seen strong development, telecommunication network in the province are equipped with modern PBX, responsive services and have the ability to upgrade, provide new services. In terms of universal service, 100 % of communes, wards and towns in the province have telephones, telephone density, in 2010 reahed 84.5 mobiles/100 people .However, the use of telecommunications and Internet services of Vinh Phuc lower still compared to the country.
