HUMAN RESOURCES AND CULTURAL VALUES IN SOCIO ECONOMIC DEVELOPMENT OF VINH PHUC PROVINCE
The average population of Vinh Phuc province in 2009 was approximated 1003,0 thousand people in which: the male population is about 497 thousand people (account for 49,5 %) the female population approximated 506 thousand people (made up 50, 5 %). The average population in 2010 was approximated 1010,4 thousand people. The rate of natural population growth of Vinh Phuc province in the recent year was quite high, in 2008 was 14,92‰, 14,13‰ in 2009, in 2010 was 14,1‰ In the recent year, despire of the rapid socio economic development of industry and service lead to the new employment opportunities, but the rate of mechanical increase is not significant.This suggests that the employment of the province is very positive.

Such above rate shows that the rate of urbanization in Vinh Phuc was still lower than the national average level approximated 28,1% (2008). Starting from the particular conditions of the province (closed to Ha Noi capital, contact point with the Northwest province,…) in the coming years, along with the promoting industrial development, performance targets of industrialization, in addition to the natural increasing of population, predicted a significant amount of labors outside Vinh Phuc province come to work (in industrial zone and others socio economic activities outside industrial park….) the zise of Vinh Phuc population depeneds greatly on:
Therefore, the population forecast of Vinh Phuc associated with the arrangement of socio economic development. The result of population forecast on the optional plan whereby the labor force in the province was well prepared and basic using in social economic activities, prospect 2020. Remark: The forecast are bases on the refenrence the calculation of Population Department of Vinh Phuc province and industrial labor needs of Industrial Zone and Management Board of Vinh Phuc province.
The size of the population in average level, its population is relatively young. According to the 2009 report, the population size is 1 million people; the labor forces aged fairly high proportion, up to 70 % of the population The education level of people relatively high in Vinh Phuc. Percentage of students graduating from primary school and lower secondary school at over 99%, upper secondary school reached over 95%, school year 2008-2009. Number of students won in the good student exam at the provincial level increasing, and annual provinces have students participate in the exam gifted national and international. Vinh Phuc province has the rate of students entering college and university in 2008 was 0.67 student/100 people.This is the high rate in the whole country. Repetition rate dropped below 1% levels. In 2002, Vinh Phuc is the 13th province to be recognized universal secondary education, plan earlier than 1 year. In fact that the quality of population has improved is both the goal, and favorable conditions for the implementation of social economic planning of the province to 2015 and 2020 + Characteristics of ethnicity, religion: The province has more than 11 ethnic groups, including the Kinh ethnic majority with 95.72% of the population, the rest are minorities such as San Diu, Cao Lan, Nung, Dao, Tay, Muong, Ngai, Lao, Chinese, Thai ... accounting for 4.28% of the population. Among ethnic minority peoples San Diu accounted for the highest population rate (3.93% of the total population), the rest other races accounted for only 0.08% of the population. In general religion in Vinh Phuc province is small, political stablility.
According to above populations number, labor forces of working age account for high rate, over 70 % in 2009 Table 6 the status of human resources and using employment of province in period of 2000- 2010

In 2008, The rate of trained workers increased significantly reached 42,9%. In 2010 this rate was 51,2 %. Number of workers has the technical professionnal skill mainly in cities, towns, and state economy, in the area of foreign investment. Along with the speed of population growth in the coming years, the labor force will increase substantially due to rising of population entering working age. Each year, province has over one thousand people entering working age. This is the abundant human resources for socio economic development in general. However, to meet growing demand, especially industrial development, improving the quality of human resources is particularly important. General comment:
Community residents of Vinh Phuc Province have advantages Vietnamese cultural values. We can say the same for the whole country, the historical development of the province was the historic struggle for national construction, and retention.Vinh Phuc’s land has been known for a famous general and national hero: Hai Ba Trung, Tran Nguyen Han Nguyen Danh Phuong Nguyen Thai Hoc. In the war against the French, Vinh Phuc land has witnessed many glorious victories as Victory Xuan Trach, Tran Hung Dao Street campaign. American War period, the province is place to many downed U.S. aircraft, the typicall military hero like Cu Tran, Nguyen Viet Xuan, there are creative people, just like Mr. Kim Ngoc .. . So far, Vinh Phuc province still bearing the deep stamp of culture and Kinh North and Hung king, Thang Long, the folk culture of excellence, the academic, social lifestyle and ethical standards are always kept preserve and develop to this day. The traditional cultural values saved through historical and cultural diversity, contributing an important role in attracting tourists. The province has 967 historical and cultural relics, of which 288 sites are ranked national level, which is prominent vestige Tay Thien (Tay Thien scenic, Temple National Nang Thi Tieu,Thien Truc Lam Tay zen monastery), Binh Son tower,Tran Nguyen Han temple, Tho Tang temple, Canh Huong groups temple, pagoda in Ha Tien, Dong Dau sites ... Not only the rich material culture, the Vinh Phuc has also intangible cultural diversity, attractive high-value tourism, which is a system of festivals, folk games, cultural arts, poetry, cuisine ... Vinh Phuc People is possessced traditional fondness for learing, the consciousness exploration, innovation and creativity. That tradition, in recent years has been the primary motivation for the quickly socio economic development.However, in the processing of provincial building industrialization and modernization arouse the sense of self ethnic pride, pride in the heroic tradition of the People's Party and Vinh Phuc youth force, the younger generation is limited. Currently, the province has abundant labor resources, which, mostly young workers, cultural knowledge and innovative spirit to acquire engineering and advanced technology.The strong economic growth in recent years, especially in industrial environments has become advanced skills for workers in the province.
