Vietnam has been more deeply integrated into the world economy. It can be said of social economic of Vietnam has become an integral part which can not be separated from the economic - political system in the world. The trend of (i) economic globalization, (ii) regionalization (forming block of economic cooperation) to enhance the economic strength, (iii) liberalization of trade and investment, (iv) the role of large transnational economic corporations (TNC), (v) the emergence and rise of the knowledge economy in the world take place in the world which has influenced directly and powerful to social economy of Vietnam. International context of the first decade of the 21st century, with the major economic trends bring the nations of the world including Vietnam many advantages and several of investment and development opportunities, as well make a quick change (or"dizziness) and more risk, fragility of economic development, social development on a global scale as well as each country. The Crisis and economic recession from a country that has rapidly spread across on the global scale. Vietnam became an official member of the World Trade Organization (WTO) and conducted many other international commitments. Integration process creates conditions for Vietnam to access faster and easier to international and region market. Along with access to the world market, Vietnam also strongly influenced by the world market. World economic crisis has also impacted strongly on the economy of Vietnam and in the general context; Vinh Phuc also received significant impacts.
During the years of the 90s of the last century, globalization and liberalization has facilitated the inflow of foreign direct investment (FDI) in the developing economies. Only in the 8 years from 1991 to 1998, FDI inflows to developing countries increased by 6 times. In recent decades, three quarters of the world's FDI mutual investment between developing countries, due to the link between multinational companies of the United States - Japan - Western Europe, two thirds of FDI were attracted to the investment markets such as China, Brazil, Mexico, Argentina, Poland, Chile, Malaysia, Venezuela, Russia, Thailand, while low-income countries received only is about 7%, by 1/10 of the above 10 countries. The ASEAN countries have been improving investment environment to attract FDI to raise other countries, considered as strategic recovery solutions and economic development. Therefore, it is created enormous challenges for Vietnam, especially in the current context of Vietnam's investment environment compared to the surrounding countries is considered lost competitiveness and risk higher than other countries in the region. It is clear that foreign investment has the great role for the economic development of a country especially in industry first. The globalization processing and international intergration has opened the opportunities to attract FDI, but also competitiveness process in order to attract the capital resources. Clearly, foreign investors have a huge role for the economic development of the country, first of all in the industry. The process of globalization, international integration opens up opportunities to attract FDI, but also is a competitive process to attract this capital. After Vietnam officially became a WTO member, the economic relationship is increasingly opened, foreign investment wave in Vietnam become more powerful. In 2007, total FDI capital amounted to U.S. $ 21.348 billion, a great figure. In 2008, despite the crisis economic in the world, the total amount of FDI registered capital has reached $ 64.011 billion (5-year plan of socio-economic development of the country is expected to disburse around 22-25 billion in the plan period, if the disbursement rate is 50%, the amount of capital attracted about $ 50 billion). These factors require many localities throughout the country, including Vinh Phuc must adjust to socio economic development in general.
The international integration created the opportunities to expand markets for goods and services. So far, Vietnam has trade relations (bilateral ties) with over 70 countries and territories. Total export turnover increased rapidly. Especially from 2003 to 2008, the average growth of over 20%, the highest year (2007) of over 30%. Similarly to exports of goods and services, exports turnover increased continuously at a high level over 20% / year. International economic integration are accompanied by an open market, towards a more level playing field, it brings challenges for Vietnam industry (including Vinh Phuc province) to enhance competitiveness, world market penetration and compete to exploit the domestic market, engaged in the production network, distribution network, a global and regional industrial network. The opening of the market, brought about the new business method, new styles and new cultural values, requires a new way of thinking about development on a national scale as well as at each location such as Vinh Phuc. International integration has been accompanied by the implementation of international commitments, under which Vietnam must comply developed market economies. Measures to support, direct support of the government in economic development, particularly industrial development have gradually removed. International economic integration also associated with Vietnam to participate in solving the global problems emerged in the 21st century is the problem of climate change; it requires developing "cleaner" and more sustainable environment. This requires a different way of looking in the overall economic development in general and industrial development in particular.

World economic crisis lead to shrink production of the export business first, workforces losing their jobs is increasing, especially in the industrial sector. Workers lost their jobs in the industrial zone accelerated in recent years as evidence for the impact of the economic crisis. According to unofficial data, the number of workers lost their jobs can predict up to over 500 thousand people by the end of 2008, early 2009. Next, the world economic crisis made slow disbursement of foreign investment (FDI) as well as reducing the rate to attract foreign investment ... sector has a very important role for our economy in the past year. This is a problem for the whole economy and each sector.

In term of economic status, Vietnam economy not only is in transition mechanisms, but also at the same time is in the early stages of the industrialization process. On May 5, 2008, the Prime Minister issued Decision No. 490/QD-TTg approval planning to build the Hanoi capital until 2020 and vision to 2050. This is a major decision affecting the development of Vinh Phuc. Accordingly: The development objective of the Hanoi capital: "To promote a potential and advantages of the Hanoi capital in order to develop Hanoi capital with fully functional, and the status of a modern urban center in the region Southeast Asia and Asia; resolve the inadequacies, inconsistencies exist affecting to the common process of development to all areas of Hanoi. Harmonious development, improve the quality of urban systems in order to reduce the focus on the Hanoi capital –based on building ogg regional level broad infrastructural system, creating favorable conditions for economic development,environmental protection and ensuring sustainable development for the whole region. This requires social economic development of Vinh Phuc province its must take into accounts the interests and choices among sectors. To ensure harmonious and sustainability development of Vinh Phuc in particular and the whole country in general. It's noted that the development of the Hanoi capital region, especially, the development of system infrastructure in the region will affect to the general development of Vinh Phuc province. Uniformity in systems development infrastructure sector, especially transport networks in the region to ensure the connectivity of each locality in the region and among localities in the region with the rest of the country.
