THE CURRENT DEVELOPMENT OF THE MAIN BUSINESS PRODUCTION INDUSTRY AND ENTERPRISE DEVELOPMENT

  1. Agricultural forestry and fishery:

Period 2001-2010 agricultural- forestry – fishery in Vinh Phuc Province has achieved high results: added value in agriculture, forestry, fisheries, has increased over the period 2001 - 2010 reached 6.0 % / year, higher than the national average (3.97%) and of the northern key economic zone (2.1%).

The total branch export value (as the fixed price in 94) the period of 2001 -2010, an average increase of 7,4%/year, in which the

The production value of the whole industry (fixed price under 94) in the period of 2001-2010 average growth of 7.4% / year, while average crop sector increased by 2.5% / year, livestock production increased by 15.1% / fishery increased 14.5% / year.

The proportion of agro- forestry- fishery in the economic structure of province is shifting in the right direction, decreasing from 28,94% in 2000 down 14,9% in 2010.

The internal structure of agriculture sector has shifted in right direction, the proportion of crop (current prices) has decreaded gradually from 73,8% in 2000 down 54,3% in 2010, livestock sector has increased from 22,8% in 2000 up 51,0% in 2010, the proportion of fisheries sector in the entire structure has risen from 2,7% in 2000 to 4,9% in 2010.

        1. Agricultural production:

  1. Cultivation:

Cultivation has gradually shifted towards the production of goods. The area planted with annual crops averaged 102.8 thousand ha / year and tends to decrease, with an average decline of 1.23% / year, due to convert agricultural land to industrial development, urban and roads,.... including: rice decreased by 0.5% / year, corn fell 0.87% / year, potatoes fell 8.29% / year, beans fell 5.81% / year, ...

Most yield crops have increased due to positive application of the new progressive techniques of seed, cultivation techniques: rice increased by 2% / year, corn increased 3.26% / year, vegetables increased 2.16% / year, peanut rose 3.52% / year, soybeans increased 2.38% / year ...

Grain output remained stable averaged 35 thousand tons / year, 38.9 thousand tons in 2010, and an average increase of 1.62% in the 2001-2010 period / year in which rice production average increase of 1.49% / year production of crops such as legumes, peanuts stable base, meet the demand for food and feed for livestock in the province.

Perennial focus on a number of major crops such as fruit trees (longan, litchi, banana, pineapple, orange, lemon, tangerine ...), tea, mulberry, sugar. Area perennials tend to decrease, but the area of fruit trees increased, in 2000; the area was 4,467 ha of fruit trees, in 2010 reached 7,700 ha. The average productivity gain from 105-110 kg / ha. However, due to poor nutrition hills land, not just high quality low economic efficiency, insufficient competitiveness and exports

The structure of the seasonal shift towards increased sharply late spring rice area, early season, reducing the area for spring wheat, the main crop season in order to make time for winter production, on the other hand avoid the damage caused by weather causes cold as early spring or early season flooding. It is estimated that this area of late-spring rice tea rose above 80% of the spring, early season tea accounts for 85-87% of the rice season.

Implementation of the resolutions 03/NQ-TU of the Province on agricultural and rural development and farmers, each year the provincial budget spent tens of billion to support the development of concentrated crop production area, in which support 50-70% of rice, tomatoes, squash, given high yield and quality. So far, the new varieties have high yield has basically replaced the old varieties yield low quality, step by step is the selection of varieties suitable for the weather, climate and soils of the provinces.

  1. Livestock:

The livestock sector is quite developed, the scientific and technical progress and the methods of animal husbandry is applied widely to improve breed quality cattle and poultry. By now many breeds of cattle and poultry have been high quality livestock such as cross-bred beef, crossbred pigs (Landrace, Yorkshire, Doorok, ..), chicken Tam Hoang Luong Phuong, French goose, Peking Duck. .. Crossbred cow ratio was about 60% that have appeared many farm animal models by industrial methods, with greater cargo volume. Production value increased average 14.11% / year.

About the size of herd: except buffalo tends to decrease due to reduced demand pull, the rest of the cattle and other poultry tend to increase as the cow herd increased 5.48% / year, the model in 2010 reached 150 thousand, an average increase of 5.02% pigs/ year, scale reached 560 thousand by 2010; poultry rapid growth, increasing an average of 5.58% / year to 2010 scale nearly 8 million children nearly 2 times the size in 2000.

Quality herd breefs are improved, the average weight of one breef increasing from 150-180 kg up to 200 kg. Developing dairy herd is stable; there are now approximately 1,000 children concentrated in Vinh Tuong, Yen Lac and Vinh Yen in household’s experienced knowledgeable and capable investment.

Quality beef Cows is improved, the average weight of 150-180 kg 1 child up to 200 kg/ head. Developing dairy Herd is stable; there are now approximately 1,000 children concentrated in Vinh Tuong, Vinh Yen Yen Lac and in Households experienced, knowledgeable and capable Investment.

Due to the demand of the people in this big stage, so the output of live buffalo raising rapidly, the average rose 13.02% / year, in which cattle increased over 17% / year, buffalo meat risen average 12.54% / year, production of poultry meat increased by 10.8% / year.

  1. Agriculture service:

Period 2001-2010 agricultural services sector has developed; the value of production (fixed price 94) in 2010 is expected to reach 159 billion, an average increase of 12.69% / year. Veterinary work, plant protection, providing seeds, fertilizers, and agricultural materials have to meet agricultural needs of farmers.
        1. Forestry:

The work of planting and tending continue to be made, concentrated forest area averaged 821 ha / year, scattered planting area reached 149 ha / year. By 2010, the forest area is estimated at 32.9 thousand hectares, of which 10.8 thousand ha of production forests, protection forests and special-use of over 22 thousand hectares. The work of regeneration, protection is done well ... However, the value of forestry production is decreasing, the average annual reduction of 0.49% / year was made by the provincial forest closed to the general policy of the state, and local forestry development stability standpoint and special using forests fund development and forest watershed to protect the ecological environment. Forest fire prevention is enhanced, fire hazards are frequent warnings, and burnt forest area was limited. Therefore, in recent year, the province does not happen any serious forest fires, has maintained forest resources of the province.
        1. Aquatic product:

The aquatic product sector was quite developement in general, production value (value C§ 94) in 2010 is expected to increase 139.2 billion, an average increase of 14.5% / year. With the advantage of the abundant of river and lakes, system, aquaculture industry of the province is growing. aquaculture production area has increased rapidly in recent years, aquaculture area increased an average of 300 ha / year, many renovation projects lying areas have been effectively implemented, renovated thousands of hectares of rice fields into the precarious crop specialist eating fish or 1 rice +1 fish. Aquaculture fish production increased 13.49% / year, fish structure is replaced by the fish yield and high value such as carp, white birds, unisexual tilapia, ... have to increase farming productivity from 1.05 tons / ha in 2000 to approximately 2 tonnes / ha the year 2010. Initially formed as an animal model of industrial methods.

        1. Industrial structures

  1. Industrial structures by sector:

  1. Structure value increase in industry

Processing industry (processing) is increasingly high proportion accounted for over 97% and reached the highest proportion in 2006 is 98.13%, a slight decline in 2010 was 97.9%, and the mining industry is mainly construction materials mining made up negligible proportion, less than 1% and is declining. Industrial electricity, water density is approximately 1.6-1.7%.

  1. Structure of Industrial production value

From 2000 to now, the processing industry (processing) is always greater proportion of industrial value. In 2000, the proportion of the processing industry accounted for 99.7% and industrial value in 2010 is 99.8%. 1. The Attrative structure and using industrial production values

It will be getting with the growth and the transition of the rapid economic and industrial structures, with a strong shifl in structure of labor using in economy as well as the structure of industrial employment.

In 2003, workers in the construction industry of Vinh Phuc province are 59.9 thousand people (made up 9.44% labor forces working in the provincial economy) that in 2008, the labor forces industry and construction are 127.5 thousand people (accounting for 18.12% of the labor forces working in the provincial economy). 1. Industrial production organization:

Vinh Phuc’s Industry has been sorted, arranged, organized to produce increasingly affordable and modern. After the re-establishment, with positive reforms, there is a "wave" of investment in Vinh Phuc and industry in particular, the organizational model of industrial production more modern.

As can be seen, Vinh Phuc industry is mainly in the southeastern provinces, including the city of Vinh Yen, Phuc Yen town and Binh Xuyen district. Phuc Yen town accounted for 77.7% of industrial values in the province followed by 9.6% in Vinh Yen City, 9.2% of Binh Xuyen other areas negligible proportion.

In space, the industrial development in the last year has basically exploiting the advantages of the location and condition of infrastructure development as well as land for industrial development. Industrial development is arranged mainly concentrated near major metropolitan areas in provinces such as Phuc Yen, Vinh Yen and Binh Xuyen district where is located adjacent to urban centers and especially close to Hanoi , big market and better conditions infrastructure.

Phuc Yen has been the industrial center of Vinh Phuc province and in the future associated with the Binh Xuyen creating incentives for industrial development of the province.

Chart 8. The Industrial structure in Vinh Phuc by territory in 2009

(Compared price)

Source: Statistical yearbook of Vinh Phuc in 2009

In recent years, Vinh Phuc Industrtry characterized by a number of independent industrial projects with large-scale organizational models like the big industrial complexes, efficiency, such as Toyota, Honda ... and Compal recently.

Along with the big industrial project is the formation of a large number of industrial parks to attract and ensure facilitate infrastructure for smaller scale industrial projects. Recently, Vinh Phuc has formed the large-scale industrial parks (scale of 300 - 700 ha) in order to attract investment projects with a larger scale.

      1. Services

        1. The growth of the services

Value added services tend to increase gradually in the recentm year. From 2001 utill now, value added services are growing at two numbers, especially the period from 2006 to 2010. In 2006 value added services reached 1,856 billion VND (94 fixed price), the highest growth rate (21.22%) in entire periods. In 2010 value added (VA) services (fixed price 1994) reached 3867.6 billion (on average growth of 20.4% in the 2006-2010 period). Generally, the period 2001 - 2010 the value added services grew by 17.1% on average.

However, growth of services sector are not corresponding with the growth of industry in the province, Chart 1 show that value-added services remains low compared with industrial value added, so the contribution of the services sector in the total GDP of the province is still limited and little change, specific in 2001 contribution of service sector in GDP (at current prices) was 31.3%, after falling 27.8% in 2005 and 24.5% in 2008, but in 2010 was again increased to 28.9%.

  1. Tourism trading

Tourism activities, hotels and restaurants have developed quite generally in recent years. The restaurants, the hotels are invested significantly, and upgraded more modern and comfortable to meet the needs of customers at domestic and abroad. In 2001, the province has 81 tourist accommodation establishments with a total of 974 rooms, but now the province has had 128 accommodation establishments with 2,238 rooms. Growth averaged 6.76% of accommodation establishments and 12.62% of the room. Many investment projects in the tourism sector in the province of Vinh Phuc has been actively deploying (resort project in Trai Oi, resort projects in the North of Dam Vac Lake, the resort project Dai Lai,Tam Dao Golf project, etc ....)

The number of tourists visited Vinh Phuc province in the period 2001 - 2010 the average annual growth of 11.1%, reaching 1,445 thousand passengers in 2010, in which estimated 45 thousand foreign tourists arrivals (up 3.22%). Total tourism revenue has increased dramatically in recent years, in 2001 reached 195 billion, in 2010 is estimated at 740 billion (mainly business hotels, catering services). Average period 2001 - 2010 tourism revenue increased 15.8% / year.

However, the province's tourism and services developed but is not commensurate with the potential advantages of local as well as the role of a dynamic economic sectors and also lower than some local travel is considered urban domestic tourism, despite the number of tourists to Vinh Phuc increased over the years and a number of tourism products with high quality developments, but compared with other localities including Hanoi, Hai Phong, Quang Ninh, the amount of visitor come to Vinh Phuc is low, international visitors account for only 3.22% of the province's tourist arrivals and 0.8% of international tourism northern key economic region, the rest house, tourist services high-quality is still low, inadequate tourism infrastructure, less attraction for investors, Lack of tourism human resources and trained ratio is low.In additional, adjacent to Hanoi, Vinh Phuc province was subject to strong competition, Vinh Phuc’s tourism products must to achieve more attractive and unique.

  1. Transportation and information

  • Transportation services

Transport services in recent years were rapid development, both in volume of goods, passengers and vehicles. Cargo transportation in the area include: road, rail and waterway transport which is mainly by road. Passenger transportation was mainly by road, up an average of 2001-2010 is 35.0%, transport volume in 2010 was 17,312 thousand; flow volume in 2010 was 1,528,656 thousand kilometers up 33.8% for the period. In general, transport services have to meet basic needs and produce the life of people; especially public transport (bus, taxi) growing and more efficient operation, better meet the travel needs of the people.

  • Information services

In the past 10 years, communications services were growing rapidly in the provinces; basically meet the communication needs of management, business and social life. The basic postal services were deployed until the village, 100% communes with the postal service. Services landline and mobile phones has been made available in the province, 100% communes and 95% of rural communes have telephones. Mobile services were covered across the province. In 2010 subscription rate in the area (including fixed and mobile) reached 92 mobile /100 people (including fixed subscribers is 19.69 per 100 people), lower than the density the national average (94.35 mobile/100 people) and the average density of the Red river Delta (112.49 mobile/per 100 people). Number of Internet subscribers by the end of 2010 is estimated to reach 17,200 subscribers, including the rate of broadband subscribers reached 1.6 subscribers per 100 people, located in the low-density group in the Red River Delta.

In general, information and communication services are the fast-growing in the provinces, to keep up with advances in technology of the whole country, but the country's economic development level is not high, the demand for services in the province are still limited manufacturing, information services market remains potential level.

  1. Financial service, bank, insurance

The credit service, financial banking has grown rapidly and increasingly diverse in form as well as service quality. 1. The situation of development of markets, supermarket system and the centrers of commerce

As of 2008, the province has a total of 60 markets of all kinds (not including toads markets, temporary market). Currently, the market network is normal distribution forms and have an important position in the supply and consumption of goods for people, especially in rural areas. The commercial centers, supermarkets mainly in Vinh Yen city or scattered in some other municipalities like Phuc Yen town, Vinh Tuong district center, Binh Xuyen district.

The system commercial infrastructure of the province is in the process of formation and development mixture of traditional trade patterns and modern. However, the type of business in the province is now monotonous, mostly kind of traditional markets, the new forms are growing but fragmented, sporadic. The modern business model has not developed comprehensively and concentratively

        1. The general assessement of commerce – service sectors:

  • The commerce-services sectors in the province have been developed which meets the demands of production and people’s life. The quality of the services is increasingly improved, the various and plentiful of services type.

  • However, in correlation compare with industrial development in general, the field services - commerce has still a lot of inadequacies:

  • Development of the sub-sectors are not synchronized, only the financial sector - banks thrive to serve the FDI activities (accounted for 50% of the industry), the development of other sectors was slo with small scale;

  • Tourism –hotels sertors, restaurants is not yet powerful development, technical infrastructure is still low and can not meet the requirements and do not correspond to a province with strong potential for tourism development;

  • The products of services are poor; the quality of the service is low, and lack of typical service products for the Vinh Phuc province.

  • The value of goods exported in the province are small, the growth rate is unstable; especially the local export;

  • The proportion of investment for infrastructure and service is still low
