2.2 Continuous Increase of Economic Development Level

The reform and opening-up deepened, the economic development level has also increased dramatically. The per capita GDP of China was 381 yuan in 1978, which equaled about $149 according to the 1980 foreign exchange rate of 1.53RMB for $1. While the per capita GDP of China rose to $2,640, with a growth of 17 times compared with that before the reform and opening-up. And in 2010, the per capita GDP of China went up to $4,453, 29 times more than that before 1979.



In addition, the economic growth becomes more and more stable. China’s reform and opening-up has released great productivity. The economic growth level of China keeps exceeding that of the world economic growth due to its industrial economy featured with government-orientation, great investment and continuous reinforcement, which results in an overall improvement of Chinese society and economy.

2.3 Significant Improvement in People’s Living Standard

Chinese people are living an increasingly rich and colorful life. People’s living standard has improved significantly. Both the physical and cultural life of Chinese people has been in phase with the global steps.



Quite great progress has been made in education. The development of education is a key norm to examine the development level and the developing potential of a state. China has made quite great progress in education ever since its reform and opening-up. There were only 165 thousand college graduates in 1978, just 0.0171% of the population of 962.59 million. In comparison, the number of college graduates rose to 3.775 million, 0.2871% of the population numbered 1.31448 billion, 16.7 times more than that of 3 decades ago.

Increasing life expectancy stands for the improvement in both economic development level and social security capacity. According to the data from Chinese population census, the life expectancy in China was 67.77 years in 1982 and 71.04 years in 2000, with an increase of 3.63 years.

2.4 Constant Rising of International Status

The international status of China keep rising during the 3-decade of reform and opening-up, mainly due to China’s rapid economic growth.



China has fully integrated into the world economic system. With the entry into WTO, China has accomplished its marketing and internationalization process, with overall integration into the system of world economy and the tide of globalization.

3 International Impacts of China’s Opening-up

3.1 Promoting Regional Economic Growth

The annual economic growth rate of China keeps around 10.5% in the past decade; the ranking of Chinese GDP has risen from No.6 to No.2 in the world; the industrial structure is optimized and upgraded; the agricultural base is in continuous reinforcement, the central and western regions of China have accelerate their development, and kinds of characteristic regional developing patterns have initiated. The social undertakings are developing vigorously and the income of urban and rural residents has increased significantly. Increase in economic strength, comprehensive strength and people’s living standard prove that spectacular changes have taken place in China. China has attributed almost 50% of the world’s economic growth rate, making northeast Asian region a new growth pole of the world economy.



3.2 Deepening Multilateral Cooperation

There have already been basic exchange platforms such as SCO (the Shanghai Cooperation Organization), the BRIC countries, the cooperation between China and ASEAN (Association of Southeast Asian Nations), the 10 plus 3 cooperation between CJK (China-Japan-South Korea) and ASEAN, the CJK trilateral cooperation, China-Mongolia economic cooperation, China-North Korea economic cooperation, China-Japan economic cooperation, which indicates that the bilateral and multilateral economic exchange and cooperation is constantly deepened, bringing practical benefits for economic development and people’s living conditions in the Asian region.



3.3 Improving Economic Structure

The transformation of Chinese development mode has been put into implementation with the demand of optimizing the industry, the products, the management and the business patterns. The support of strategic emerging industries and the elimination of backward production capacity will definitely have economic impacts on the development of surrounding areas and promote adjustment of new industrial structure.



3.4 Embracing Diverse Civilizations

The Asian region includes China, Russia, Mongolia, South Korea, Japan and North Korea, Kazakhstan, Afghanistan, Pakistan, India, Nepal, Bhutan, Vietnam, Laos, Burma, and etc. There are over 200 ethnic groups in possession of diverse national management patterns in Asian region. It can be providing rich resources for multilateral learning, respect and development. There are the different race, and different national economy management mode. The countries study one another, common development.



3.5 Promoting Regional Economic Integration

There is a North American Economic Zone as represented by US dollar in North America and a Euro Economic Zone in Europe taking Euro as representation. As a result, economic integration in Asian-Pacific area is the due trend of development. Geographically speaking, China is in eastern Asian bordering on 15 countries, all of which are embracing with strong economic interaction and complementary benefits. Northern Asian region occupies most of the northern Asian economic aggregate, especially China, Japan and South Korea. In 2010, China’s GDP went up to $5.8786 trillion, ranking 2nd in the world with a population of 1.32 trillion and per capita GDP of $4,453; Japan’s GDP was $5.4742 trillion, 3rd biggest in the world, with a population of 120 million and per capita GDP of $45,618; South Korea possessed $1.002 trillion for GDP, ranking NO.15 in the world, with a population of 48,747,000 and per capita GDP of $20,500. The economic aggregate of these three countries amounted to $12 trillion ($11.3548 trillion), making northern Asian an significant economic growth pole throughout the world.



4 New Themes of China’s Opening-up

At present, China is promoting a new round of opening-up with new themes of development including transformation of development mode, promotion of industrial updating, coordination of regional economy, construction of innovative country, protection of world peace and acceleration of world economic growth.



4.1 Design and Implementation of 12th Five-Year Plan

Taking the major deployments dealing with international financial crisis and the goal of comprehensive construction for a well-off society into consideration, China has designed and determined to implement its 12th Five-Year Plan with new development targets:

We are in pursuit of steady and rapid economic development with a 7% annual growth rate of GDP, an urban employment increase of 45 million, an urban registered unemployment rate less than 5%, a steady price level, an equilibrium of balance of international payment, and significant improvement in the quality and effect of economic growth.

We aim to make great progress in economic structure adjustment to increase resident consumption rate, to further enhance agricultural base, to optimize industrial structure, to make a breakthrough in strategic emerging industries, to raise the proportion of service industry added value occupying GDP by 4%, to make the urbanization rate up by 4% and to improve the coordination of urban and rural regional development.

We are determined to improve the education of science and technology to make the consolidation of nine-year compulsory education up to 93% , the gross enrollment rate of high school education up to 87%, the research and the proportion of experimental develop funds occupying GDP up to 2.2%, and the patent quantity per million population up to 3.3.

We have established the target for resource conservation and environment protection to maintain the total amount of cultivated land over 1.818 billion acreage, to reduce the water consumption per unit industrial added value by 30%, to raise the agricultural aggregation water use coefficient to 0.53, to make the proportion of non-fossil energy occupying primary energy up to 11.4%, to cut down the energy consumption per unit of GDP and the carbon dioxide emissions per unit of GDP by 16% and 17% respectively, to assure significant decrease of the total discharge of major pollutants, to reduce the chemical oxygen demand and sulfur dioxide emissions by 8% and cut down the emissions of ammonia nitrogen and nitrogen oxides by 10%, to raise the forest coverage rate to 21.66% and to increase 600 million cubic meter forest accumulation.

We aim to constantly improve people’s living conditions to assure a population less than 1.39 billion, to raise the life expectancy by 1 year up to 74.5 years old, to make an annual increase of the urban and rural per capita of disposable income by 7%, to achieve a full coverage of new social pension insurance system in rural areas, to raise the population in possession of basic endowment insurance in urban areas to 357 million, to make the participate rate of three basic medical insurances for both urban and rural residents up by 3%, to build 36 million houses according to the urban security housing project, and to reduce the poverty population significantly.

We pursue better social construction to improve the fundamental public service system for both urban and rural areas, to improve the ideological and moral qualities, the intelligent qualities and health of the whole nation, to make a sound socialist democracy and legal system, to guarantee people’s rights and interests, to speed up the development of cultural undertakings, to raise the weight of cultural industry occupying the entire national economy, to improve social management and to build up an increasingly harmonious society.

We will deepen the reform and opening-up to make significant progress in fiscal and financial reform, factor price adjustment and monopoly industry reform, to transform government functions for better government credibility and higher executive efficient. Both the width and depth of opening-up will keep expanding to form a mutual benefit and win-win pattern of opening to the outside world.

4.2 Transformation of Development Mode

We will promote the industrial upgrading and development mode transformation, develop strategic emerging industries, raise the knowledge and intelligence labor content, coordinate regional economic developments, implement the strategy of western development, central rise, northeastern revitalization and eastern development in advance, and raise the core competitiveness of industries.

We will keep to the industrial road with Chinese characteristics, adapt to flexible market demands, promote the comparative advantages of Chinese industries setting in global economy according to the new trend of science and technology progress, develop the modern industrial system that is clean and safe with optimized structure, advanced technologies, high added value and strong ability to absorb employment. We will update manufacturing industry, promote structural adjustment of key industries, optimize industrial layout, enhance technology updating in enterprises, guide enterprise merger and recombination, promote the development of small and medium-sized enterprises, foster and develop strategic emerging industries, promote spanning development of important sector, implement industrial innovation programs, deepen the reform of energy production and use, promote clean energy and energy diversity, optimize energy development layout, improve information level, promote the development of marine economy, service industry and modern logistics industry.

We will construct an innovative country, protect the priority of the market in resource allocation, continue to deepen the reform of shareholding system in state-owned enterprises, build up a sound modern enterprise system, improve the system of public fiscal and transfer payment, promote the reform of value-added tax, set up the institution of paid use of resources and ecological environment compensation mechanism, promote the reform of resource tax, develop different financial markets, promote stable development of capital market, improve the formation mechanism of RMB exchange rate, and gradually realize capital account convertibility. Through all of these reforms, we aim to make the whole system better adapted to the demand of modern economic development.



4.3 Increase Domestic Demand

With a population of 1.3 billion, China is a huge market with great business opportunities for both consumer goods market and factor market. All of the early foreign investors in China have made great benefits, and they will make much more benefits from capital market, infrastructure market, real-estate market, stock market, futures and bond market and resident consumption market with the growth of consumption and market capacity. China has ranked first in the world in both car production and consumption and become the largest market for durable consumer goods, which is of great help to the world economic growth.



4.4 Maintain the World Peace and Promote the Growth of World Economy

Pursing the diplomatic policy featured friendly neighborhood and peaceful coexistence, China is always the main force to maintain the world peace. After the latest international financial crisis, China had significant positive effects as a responsible power on the stability of world economy. China initiated new economic development plans to proactively stabilize the global economy and promote its recovery and development. The stable Chinese economy has played an important role in the whole situation of world economic development.

China promotes a long-range, comprehensive and multilateral benefit opening-up. We will stick to all of the policies beneficial for opening-up and learn from all of the outstanding achievements of civilizations created by human beings. We will integrate into globalization and promote the construction of a fair and reasonable international business and financial system. We will firmly support the Doha Round negotiations at an early date for an ideal result. We will make efforts to improve the international business criterions and promote the liberalization and facilitation of international trade and investment to be constructive in the multilateral trade system. We will deepen the reform of our foreign business system, improve the laws, regulations and policies related to foreign business, expand market access, reinforce intellectual property protection, improve industrial environment for foreign investment in China. It is believed that what mentioned above will not only increase the welfare of all of the 1.3 billion Chinese people, but also attribute further more to the world peace and development.
Conclusion

China has most business opportunities in the world. China’ economy is gonging to increase most quickly in the world. China is biggest market in capacity, it has the huge market of consume and the industries potential development.

The reform and opening-up is power to promote Chinese economy development and social progressive. It is happening in China to reform the economic system and mechanisms, opening-up to the world, absorbing and blending the multinational civilization in the world, promoting funds flow and promoting talented person flow and promoting information flow, promoting factor of production to flow in efficient realm.

China has the system with more perfect. The society is vibrant and keeps on the stability development. China is opening-up to the world. It will be advantageous to increase people's welfare, and will do a larger contribution the peace and development to the world.

Tóm tắt

Trong hoạt động kinh doanh xuất khẩu, với các công đoạn chính là quảng cáo, xúc tiến giới thiệu sản phẩm; lựa chọn đối tác; giao dịch đàm phán và ký kết hợp đồng, các doanh nghiệp xuất khẩu luôn phải đối mặt với vấn đề tìm đầu ra cho sản phẩm của mình. Trước sự cạnh tranh gay gắt của nền kinh tế toàn cầu trong bối cảnh hiện nay, để duy trì và mở rộng hoạt động xuất khẩu, việc tham gia thương mại điện tử (TMĐT) để nâng cao sức cạnh tranh của các doanh nghiệp, đặc biệt là các doanh nghiệp xuất khẩu thuỷ sản là cấp thiết cho sự tồn tại và phát triển.

Trên cơ sở phân tích những đặc điểm cơ bản của hoạt động xuất khẩu thuỷ sản Việt Nam thời gian qua và vai trò của TMĐT trong hoạt động này, bài viết đánh giá thực trạng ứng dụng TMĐT trong các đơn vị xuất khẩu thuỷ sản Việt Nam hiện nay. Từ đó, đề xuất một số giải pháp đẩy mạnh ứng dụng TMĐT nhằm nâng cao năng lực cạnh tranh cho các đơn vị xuất khẩu thuỷ sản Việt Nam thời gian tới.

Abstract

Trading in export business whose key steps are advertising, promotion, choosing trade partners, negotiation and signing contract, exporters face the matter of matching their product supply and market demand. In the recent intensely competitive global economy, in order to develop the business, it is necessary to participate in e-commerce. It is also to enhance competitiveness of entreprises, including seafood export companies.

Based on analysis of fundamentals of seafood export trading in Vietnam recently and the role of e-commerce in the business, this article judges the reality in e-commerce application in Vietnamese seafood exporters. Thence, suggestions to promote e-commerce in order to enhance competitiveness of Vietnamese seafood export entreprises are mentioned.

1. Mở đầu

Trong bối cảnh cạnh tranh thương mại toàn cầu hiện nay, khi Việt Nam đã gia nhập Tổ chức thương mại thế giới (WTO), sức ép cạnh tranh từ việc mở cửa thị trường là rất lớn, các doanh nghiệp phải đối mặt với sự cạnh tranh gay gắt. Một thách thức từ thực tế hiện nay là có nhiều doanh nghiệp đã khởi đầu hoạt động kinh doanh của mình bằng các giao dịch trên thị trường thế giới. Nhiều doanh nghiệp nhỏ đã biết cùng liên kết với các doanh nghiệp trên thị trường khác để phát triển các sản phẩm hoặc công nghệ sản xuất mới.

Ngày nay, khi các nhà nhập khẩu trên thế giới đang thường xuyên tìm kiếm bạn hàng thông qua Internet, thì Internet đã trở thành công cụ tìm kiếm đối tác và lợi nhuận cho doanh nghiệp. Sử dụng Internet là xu hướng tất yếu trong kinh doanh hiện nay. Ở nước ta, bên cạnh các kênh giao thương truyền thống, nhiều doanh nghiệp Việt Nam đã tập trung dùng TMĐT để quảng bá, xúc tiến xuất khẩu. Ngoài hiệu quả quảng bá, xúc tiến xuất khẩu, kênh này còn mang lại hiệu quả về mặt chi phí và rất phù hợp với tiềm lực của các doanh nghiệp vừa và nhỏ - lực lượng chiếm tới 90% tổng số doanh nghiệp Việt Nam hiện nay. Có thể nói rằng TMĐT đã trở thành cầu nối để các doanh nghiệp có thể xuất khẩu online, vì vậy, việc tham gia TMĐT để nâng cao sức cạnh tranh của các doanh nghiệp là cấp thiết cho sự tồn tại và phát triển, đặc biệt là với các doanh nghiệp xuất, nhập khẩu.

Nếu xem xét các điều kiện quyết định lợi thế cạnh tranh đối với ngành thuỷ sản, có thể khẳng định thuỷ sản Việt Nam có được các yếu tố cơ bản để phát triển (tài nguyên thiên nhiên, nguồn lợi thuỷ sản, khí hậu, vị trí địa lý, ...). Thuỷ sản Việt Nam có lợi thế phát triển trên thị trường quốc tế bởi cầu đang ở mức cao và có xu hướng tăng trưởng trong thời gian tới. Mặc dù vậy, các doanh nghiệp xuất khẩu thuỷ sản Việt Nam cũng cần chú ý hơn đến việc tăng quy mô và đặc biệt là tăng sự liên hệ với bên ngoài doanh nghiệp. Để làm được điều đó, việc nhanh chóng đẩy mạnh ứng dụng TMĐT đối với các doanh nghiệp xuất khẩu thủy sản là một việc làm bức thiết.

Trong quá trình ứng dụng TMĐT, một mặt, các doanh nghiệp nên dùng các site TMĐT uy tín, có thương hiệu, đã phát triển chuyên nghiệp. Mặt khác, các doanh nghiệp cần đầu tư cho nhân sự và dịch vụ thực hiện e-marketing để quảng bá và xúc tiến thương mại tốt hơn; đồng thời, trong xúc tiến thương mại doanh nghiệp nên có xu hướng kết hợp giữa online và offline (truyền thống) để tối ưu hóa hoạt động quảng bá.

2. Đặc điểm hoạt động kinh doanh xuất khẩu thuỷ sản Việt Nam thời gian qua

2.1. Qui trình xuất khẩu thuỷ sản

1. Thuỷ sản được khai thác từ tự nhiên hoặc nuôi trồng, sản xuất được các nhà thu gom (thương lái, đại lý) và cung ứng cho doanh nghiệp chế biến xuất khẩu.

2. Trên cơ sở giao dịch, đàm phán, ký kết hợp đồng và căn cứ vào hợp đồng đã ký kết, nhà xuất khẩu tiến hành xuất thuỷ sản cho nhà nhập khẩu thông qua kênh phân phối.

3. Trong quá trình thực hiện hợp đống, có một số công đoạn sau:

- Chuẩn bị hàng xuất,

- Thuê phương tiện vận tải và mua bảo hiểm cho hàng hoá,

- Kiểm dịch và kiểm tra chất lượng sản phẩm,

- Làm thủ tục hải quan,

- Giao nhận hàng,

- Thanh toán.

Bao trùm lên toàn bộ chuỗi cung cấp này là hàng rào kỹ thuật.

2.2. Hệ thống kênh phân phối trong xuất khẩu thuỷ sản

Hệ thống kênh phân phối trong xuất khẩu thuỷ sản được mô tả trong hình 2 dưới đây:

3. Vai trò của TMĐT trong hoạt động kinh doanh xuất khẩu

Đặc điểm hoạt động kinh doanh xuất khẩu thuỷ sản cho thấy: các công đoạn chính trong hoạt động kinh doanh xuất khẩu là quảng cáo, xúc tiến giới thiệu sản phẩm; lựa chọn đối tác; giao dịch đàm phán và ký kết hợp đồng. Trong hoạt động này, các doanh nghiệp xuất khẩu luôn phải đối mặt với vấn đề tìm đầu ra cho sản phẩm của mình. Trong bối cảnh hiện nay, để duy trì và mở rộng hoạt động xuất khẩu, doanh nghiệp thường tập trung cho hai chiến lược chính là: (1) Đảm bảo chất lượng và tiến độ các đơn hàng với các khách hàng hiện tại, và (2) Luôn duy trì hoạt động xúc tiến, marketing để có thêm các nguồn khách hàng mới. Trong đó việc mở rộng thêm nguồn khách hàng mới luôn là thách thức lớn đối với mọi doanh nghiệp, xét cả về yếu tố thời gian và chi phí.

Trên thực tế, trong hoạt động xuất nhập khẩu có sự bất cập là cả 2 phía xuất và nhập đều gặp trở ngại trong việc tìm đối tác; để có thể gặp gỡ được đối tác mong đợi, cả 2 phía đều mất thời gian và chi phí tương đối lớn. Theo thống kê của Aberdeen Group [2], theo cách làm truyền thống, các nhà nhập khẩu thường mất phần lớn thời gian để tìm kiếm đối tác, cụ thể là: 52% thời gian được dành cho việc tìm kiếm và xác định nhà cung cấp phù hợp,

Một chu kỳ tìm kiếm nguồn cung ứng với các khâu: Tìm kiếm/Nghiên cứu ▬►Đánh giá ▬►Đàm phán ▬►Giao dịch như vậy thường mất trung bình từ 3.3 đến 4.2 tháng.

Hiện nay, nhờ TMĐT, với những ưu điểm nổi trội của phương thức này trong việc tối ưu hoá quá trình sản xuất kinh doanh và đặc biệt là trong việc tìm kiếm khách hàng và mở rộng thị trường, các nhà xuất, nhập khẩu đã rút ngắn được thời gian tìm kiếm đối tác xuống rất nhiều, qua đó tiết kiệm chi phí và thời gian trong giao thương. Nói khác đi, quá trình tìm kiếm nguồn cung ứng truyền thống đã hoàn toàn biến đổi sau khi Internet và TMĐT trở nên phổ biến. Do đó, để tiếp cận được nhà nhập khẩu, các doanh nghiệp ngày nay cần đặc biệt lưu tâm đến việc quảng bá và tiếp cận đối tác qua Internet, ứng dụng TMĐT một cách triệt để.

Những năm trở lại đây, kim ngạch xuất nhập khẩu giữa Việt Nam với các nước Trung Đông và châu Phi có bước tiến đáng kể, một phần là nhờ các doanh nghiệp đã tiếp cận đối tác thông qua TMĐT. Theo các chuyên gia, các doanh nghiệp vừa và nhỏ của Việt Nam cần nắm bắt thông tin và nhu cầu của các đối tác chủ động hơn nữa nhằm đáp ứng yêu cầu cao nhất của đối tác, nâng khả năng hợp tác thành công và hiệu quả của doanh nghiệp. Đồng thời, để tạo cơ hội xuất khẩu cho những doanh nghiệp lần đầu tiên xuất khẩu, tham gia vào TMĐT là một nhu cầu tất yếu trong xu thế hội nhập nền kinh tế quốc tế như hiện nay (http://www.agritrade.com.vn).

Nhu cầu tìm kiếm thông tin của các doanh nghiệp, đặc biệt trong lĩnh vực xuất khẩu, rất nhiều nhưng hiện có rất ít trang thông tin điện tử cung cấp đầy đủ các thông tin có liên quan một cách kịp thời và đầy đủ (http://www.doanhnhan.net).

Theo đánh giá của các doanh nghiệp được khảo sát bởi Bộ Công Thương trong năm 2009 [1], có 50% doanh nghiệp thấy tham gia sàn giao dịch TMĐT đạt hiệu quả cao và rất cao. Chỉ có 10% doanh nghiệp đánh giá hiệu quả thấp hoặc rất thấp. Các doanh nghiệp cũng cho biết chi phí đầu tư cho TMĐT chỉ chiếm khoảng 5% tổng đầu tư nhưng doanh thu qua đó chiếm 33% tổng doanh thu. Trong các năm gần đây, doanh nghiệp cho biết doanh thu từ TMĐT đang tăng dần lên. Đến năm 2009, có 60% doanh nghiệp đánh giá TMĐT đã giúp tăng doanh thu của doanh nghiệp.(http://www.mobivi.vn).

Nhiều chuyên gia cũng cho rằng: trong giai đoạn hiện nay, "các doanh nghiệp có quy mô vừa và nhỏ tại Việt Nam cần thiết và nên sử dụng kênh TMĐT để thể hiện năng lực xuất khẩu của mình” (Hội thảo “Cơ hội xuất khẩu đến thị trường APEC và Châu Phi qua TMĐT”).
