Các chức năng chính của LPTC như sau:
Danh mục hỗ trợ chính là hỗ trợ thực hiện thí nghiệm và tư vấn kỹ thuật.
Hỗ trợ thực hiện thí nghiệm
Yêu cầu thí nghiệm (để kiểm tra xem có đáp ứng các tiêu chí của hạng mục không. Báo cáo một báo cáo thí nghiệm bởi các nhà cung cấp)
Tận dụng tối ưu các cơ sở (môi trường thí nghiệm tiên tiến được cung cấp với giá thấp. Các DNNVV có thể tự mình sử dụng các thiết bị thí nghiệm).
Tư vấn kỹ thuật / hướng dẫn kỹ thuật
Trong trường hợp đơn giản, thì việc tư vấn / hướng dẫn kỹ thuật được thực hiện bằng điện thoại hoặc tư vấn trực tiếp, trong các trường hợp phức tạp hơn, nhân viên của LPTC sẽ đến thăm kiểm tra và cố gắng cùng giải quyết vấn đề.
Nghiên cứu và phát triển
Tư nghiên cứu, cùng nghiên cứu với các công ty và trường đại học, nghiên cứu hợp đồng từ các công ty cá nhân
Phát triển nguồn nhân lực (Hội thảo, chuyên đề, …)
Cung cấp thông tin
Hỗ trợ hợp tác khu vực giữa các ngành, chính phủ và các viện học thuật
Số nhân viên của LPTC là khoảng 50 đến 100 người (con số tối đa là 326 nhân viên tại Tokyo)
Vai trò của LPTC trong việc phát triển ngành công nghiệp hỗ trợ như sau:
1950 - 1980, ngành công nghiệp ô tô Nhật Bản phát triển nhanh chóng. Việc các công ty lớn tiến hành hướng dẫn kỹ thuật cho các DNNVV đã dẫn đến nuôi dưỡng ngành công nghiệp hỗ trợ (① hệ thống các loại nhà cung cấp Nhật Bản)
Hỗ trợ từ dưới lên bởi LPTC được thực hiện rất tốt(② hệ thống LPTC)
Gần đây, các công ty lớn đang thúc đẩy lựa chọn các nhà thầu trong nước. Do vậy cơ chế của ① không hiệu quả. Các DNNVV đã đang đối mặt với nhu cầu phải thúc đẩy năng lực kỹ thuật bằng cách tận dụng LPTC. Do vậy, ② trở nên quan trọng.

4.2 Kết luận
Các biện pháp chính để nâng cao chất lượng hỗ trợ các DNNVV có thể là hai hoạt động sau. Đó là 1) nâng cao mức độ tín nhiệm tín dụng cho việc độ tin cậy tín dụng cho việc tiếp cận tín dụng và 2) hỗ trợ xây dựng năng lực kỹ thuật cho việc sản xuất sản phẩm. Hiện tại, có thể nói rằng tại Việt Nam chưa có đủ hệ thống hỗ trợ thích hợp đáp ứng hai chính sách nói trên. Hoạt động thiếu hiệu quả bao gồm việc bố trí nhiều tổ chức chồng chéo nhau. Việt Nam đã bị chậm trễ hơn 40 năm so với các nước NIEs Châu Á, Trung Quốc và các nước ASEAN tiên tiến khác là các nước vốn đã bắt kịp vào một thị trường quốc tế đầy cạnh tranh bằng việc thực hiện các chiến lược công nghiệp hóa định hướng xuất khẩu (Tran, 2010), (Maeda, 2014). Nhưng cũng đúng khi nói rằng Việt Nam nằm ở vị trí có thể tận dụng hết các lợi ích chung.
Với việc hỗ trợ nâng cao năng lực kỹ thuật cho các DNNVV Việt Nam, một trong những công cụ hỗ trợ có thể được cung cấp bởi Nhật Bản là bí quyết công nghệ kỹ thuật của các Trung tâm công nghệ công cộng địa phương (LPTC) mà thuật ngữ Nhật Bản gọi là “KOHSETSHUSHI”. Lịch sử các LPTC Nhật Bản có thể được lần ngược lại tới giai đoạn Meiji, vào khoảng đầu những năm 1990 (Honda, 2008). LPTC là một tổ chức nghiên cứu và phát triển cho các DNNVV. Hiện tại, có hơn 600 LPTC đang hoạt động trên toàn Nhật Bản. Danh mục kinh doanh chính của LPTC cụ thể như sau 1) Hỗ trợ việc thực hiện thí nghiệm sản phẩm, 2) Tư vấn kỹ thuật và hướng dẫn kỹ thuật, 3) Hỗ trợ nghiên cứu và phát triển công nghệ mới, 4) Tổ chức nghiên cứu chung với các công ty và trường đại học, 5) Hỗ trợ phát triển nguồn nhân lực, 6) Phổ biến thông tin kỹ thuật, 7) Hỗ trợ hợp tác giữa các ngành, viện học thuật và chính quyền địa phương (Honda,2008), (Fukukawa, 2007), (Nisio, 2008).
Hỗ trợ kỹ thuật cho việc hoạch định và phát triển trung tâm hỗ trợ kỹ thuật công cộng mà khái niệm dựa trên mô hình LPTC Nhật Bản đã được thực hiện chính phủ Nhật Bản dưới hình thức các dự án hợp tác kỹ thuật tại Việt Nam từ năm 2006 đến 2008. Tuy nhiên các dự án đã bị ngừng cho đến ngày nay mà không thực hiện sang giai đoạn 2, giai đoạn mà các thiết bị phức tạp hơn được đưa ra.
Việt Nam cần tiếp tục củng cố tăng cường các nỗ lực chính trị để nâng cao độ tin cậy tín dụng và năng lực kỹ thuật của DNNVV, tận dụng những lợi thế trong các mối quan hệ hợp tác quốc tế với các nước láng giềng cũng như hỗ trợ kỹ thuật thông qua ODA.
i)Nghị định số 56 quy định định nghĩa các DNNVV xét theo khía cạnh loại ngành công nghiệp, số nhân viên và vốn.
ii)FIAđã phát triển cơ sở dữ liệu hơn 500 DNNVV và công bố trên website của mình vào tháng 4 năm 2015. Cơ sở dữ liệu được viết bằng tiếng Anh và FIA hướng tới việc sử dụng cơ sở dữ liệu như một công cụ để tìm kiếm DNNVV phù hợp.
iii) “SMEs promotion center” được dịch theo tiếng Việt là “Trung tâm hỗ trợ doanh nghiệp nhỏ và vừa.” Một số tỉnh, hoặc thành phố có những tên khác nhau cho các trung tâm này ví dụ như “Trung tâm hỗ trợ phát triển doanh nghiệp nhỏ và vừa”, hoặc : trung tâm hỗ trợ doanh nghiệp & xúc tiến đầu tư” hoặc “Trung tâm tư vấn & xúc tiến đầu tư”. Tên của các trung tâm này khác nhau tùy theo tình hình chính sách địa phương.
iv) “ Industrial promotion center” được dịch theo tiếng Việt là “Trung tâm khuyến công”. Tuy nhiên một số tỉnh, thành phố còn gọi là “Trung tâm tư vấn phát triển công nghiệp và khuyến công” hoặc “trung tâm xúc tiến thương mại và khuyến công”.
v) Trong trường hợp các dự án cụ thể yêu cầu thời gian dài, giai đoạn dự án có thể lên tới 10 năm theo quyết định của bộ trưởng Bộ Kế hoạch Đầu tư.
